Background

The USAID MENTARI-Primary Health Care (MENTARI-PHC) project is a five-year initiative that aims to improve access to, quality, and management of primary health care (PHC) services across 15 districts in South Sulawesi and East Java. This project aligns with the Government of Indonesia’s (GOI) health transformation agenda by supporting the Ministry of Health (MoH) in implementing Integrasi Layanan Primer (ILP), or “Integrated Primary Health Care,” launched in August 2023. The ILP program shifts focus from curative health services to preventive and community-driven care, aiming to strengthen health governance and involve communities and civil society more actively in the health sector.

MENTARI-PHC is implemented by Muhammadiyah’s public health unit, Majelis Pembinaan Kesehatan Umum (MPKU), with technical assistance from FHI 360. Under this program, FHI 360 supports MPKU in areas including health governance, multi-stakeholder engagement, and capacity building. These efforts focus on ensuring that MPKU can effectively manage direct USAID funding, empower communities, and improve primary health care delivery through better health governance, policy alignment, and community engagement.

In alignment with USAID’s localization strategy, there is a strong emphasis on enhancing local organizational capacity to shift power, roles, and responsibilities to local partners. This approach is designed to help organizations like MPKU grow rapidly and build the competencies needed to deliver impactful programs independently. As part of this localization process, capacity assessments are conducted to evaluate current capabilities and develop targeted strategies for sustainable growth and resilience.

To sustain and expand these responsibilities, an Organizational Capacity Assessment (OCA) and GROW (Goal, Reality, Option, and Will) analysis identified essential areas for capacity enhancement within MPKU, specifically in governance, organizational management, program management, and human resources, including in area of succession management plan.

 

Based on these priorities, FHI 360 seeks a Leadership and Organizational Development (LOD) Consultant to support MPKU by transferring knowledge and skill in supporting and implement an action plan that addresses these core domains and in broader perspective understanding as a learning organization to ensure the sustainability of organization capacity development. The LOD Consultant will work closely with the AMT (Award Management Team) and PMT (Program Management Team) to reinforce MPKU’s internal governance, improve AMT’s capacity to oversee complex partnerships, and establish sustainable HR and program management practices that align with MPKU’s mission and strategic goals.

This consultancy is subject to a project award and funding.

Scope of Work (SOW)

The Consultant’s primary tasks include:

  1. Governance and Strategic Alignment
    1. Facilitate workshops and provide technical assistance to integrate MPKU’s vision, mission, and values into the policies and practices of partnership programs like MENTARI-PHC.
    2. Draft policies and procedures that embed MPKU’s strategic direction within partnership requirements, ensuring alignment between MPKU’s vision and program partnerships.
    3. Conduct a comprehensive gap analysis to identify alignment issues between MPKU’s strategic goals and existing policies and prepare a detailed report with recommendations for improvement.
  2. AMT Capacity Strengthening (Related to Program Management)
    1. Provide tailored capacity-building interventions for the AMT on program initiation, proposal writing, and program supervision, focusing on enhancing internal control and compliance.
    2. Collaborate with the AMT to draft and refine supervision, coordination, and monitoring procedures that align with MPKU’s internal control and reporting needs, emphasizing tracking program outcomes and learning.
    3. Implement a series of mentoring sessions focused on continuous capacity building in supervision, results monitoring, and ongoing improvement.
  3. Human Resources and Succession Management Planning
    1. Design a comprehensive human resource management structure that includes policies on leadership development, performance evaluation, recruitment, and succession planning.
    2. Organize workshops and provide technical assistance to identify HR needs specific to succession planning and leadership development, ensuring continuity of leadership within MPKU.
    3. Offer ongoing mentorship to HR staff to support the implementation of these new policies, ensuring alignment with MPKU’s strategic goals and feedback from staff.

Deliverables/Milestones:

  • Organizational Capacity Assessment: Evaluate MPKU’s current capacity based on Peter Senge’s Fifth Discipline model, identifying key areas for improvement.
  • Gap Analysis Report: Detailed report outlining alignment issues and providing recommendations for governance and partnership integration.
  • Governance Policies and Procedures: Formalized documents to align partnership program requirements with MPKU’s strategic goals.
  • AMT Training Materials and Manuals: Comprehensive resources on proposal writing, program management, financial control, and compliance for AMT capacity building.
  • Supervision and Monitoring Framework: Drafted policies and procedures to guide AMT’s supervision and oversight responsibilities.
  • HR Management Framework: Policies covering recruitment, performance evaluation, leadership development, and succession planning to support MPKU’s HR structure.
  • Mentorship Reports: Documentation of mentoring sessions, including session feedback and progress in each focus area.

Location of Work: Remote in Indonesia.

Travel: Dependent on need.

Qualifications:

  • Minimum of a Master’s degree in Management, Organizational Development, Public Administration, Business Management, Social Sciences, Human Resources, or a related field. A bachelor’s degree with extensive relevant experience may also be considered.
  • At least 10 years of professional experience in organizational development, capacity building, or strategic leadership consulting, preferably within the NGO, health, or development sectors.
  • Familiarity with Peter Senge’s Learning Organization model, including practical application of its five principles, is preferred.
  • Proven experience in developing and implementing governance frameworks, program monitoring systems, and organizational policies, particularly in multi-stakeholder or international development contexts.
  • Demonstrated experience working with USAID or similar donor-funded projects, with a strong understanding of compliance, reporting, and financial management requirements.
  • Experience in training and mentoring senior leadership teams, including developing leadership, succession planning, and governance policies.
  • Strong analytical and strategic thinking skills, with the ability to translate assessment findings into actionable strategies and frameworks.
  • Proficiency in organizational change management and leadership development principles.
  • Excellent facilitation and training skills, with demonstrated experience in delivering workshops and mentoring sessions to diverse groups.
  • Strong written and verbal communication skills in English are a plus.
  • Proficiency in using digital platforms for knowledge management, document sharing, and remote collaboration.
  • Demonstrated ability to work collaboratively with cross-functional teams and adapt to a dynamic organizational environment.
  • High ethical standards, integrity, and a commitment to promoting organizational sustainability and continuous improvement.
