Pendahuluan
Aceh, yang merupakan rumah bagi 470.000 hektar perkebunan kelapa sawit, menghadapi tantangan untuk mempertahankan lanskapnya yang unik dan mempertahankan daya saingnya di pasar global. Pemerintah telah merumuskan Peta Jalan Kelapa Sawit Berkelanjutan (KSB) 2023-2045 sesuai dengan Pergub Aceh Nomor 9 Tahun 2024 Tentang Peta Jalan Pengembangan Kelapa Sawit Berkelanjutan Aceh dan Rencana Aksi Daerah KSB 2023-2026 sesuai dengan Pergub 17 Tahun 2024 Tentang Rencana Aksi Daerah Perkebunan Kelapa Sawit Berkelanjutan. Peta jalan KSB berfokus pada peningkatan produksi kelapa sawit, penguatan kapasitas, pengembangan kelembagaan, pengembangan basis data, pembiayaan, dan model bisnis baru di dalam area konsesi. Peta jalan ini juga menekankan perlindungan terhadap area dengan Nilai Konservasi Tinggi (NKT) dan Stok Karbon Tinggi (SKT). Program Management Unit (PMU) atau Unit Pelaksana Program (UPP) dibentuk berdasarkan Keputusan Gubernur Aceh Nomor 500.8/658/2024, yang bertujuan untuk mengimplementasikan dan mengoperasionalkan peta jalan KSB secara efektif.
Keberhasilan peta jalan KSB bergantung pada operasionalisasi PMU, yang membutuhkan tenaga profesional dan dukungan dari organisasi yang memiliki konteks lokal dan pengetahuan pemerintah yang bertujuan untuk memastikan bahwa setiap inisiatif dan program yang dirancang dapat diimplementasikan secara efektif dan sesuai dengan tujuan strategis yang telah ditetapkan. Dalam rangka mendukung operasionalisasi tersebut, maka disepakati deskripsi kerja, kriteria, serta mekanisme rekrutmen tim pelaksana PMU KSB Aceh.

Aceh, which is home to 470,000 hectares of oil palm plantations, faces the challenge of maintaining its unique landscape and maintaining its competitiveness in the global market. The government has formulated the Sustainable Palm Oil (KSB) Roadmap 2023-2045 in accordance with Aceh Governor Regulation No. 9 of 2024 on the Aceh Sustainable Palm Oil Development Roadmap and the KSB Regional Action Plan 2023-2026 in accordance with Governor Regulation No. 17 of 2024 on the Regional Action Plan for Sustainable Palm Oil Plantations. The KSB roadmap focuses on increasing oil palm production, capacity building, institutional development, database development, financing, and new business models within concession areas. It also emphasizes the protection of High Conservation Value (HCV) and High Carbon Stock (HCS) areas. The Program Management Unit (PMU) or Program Implementation Unit (UPP) was established based on Aceh Governor Decree No. 500.8/658/2024, which aims to effectively implement and operationalize the KSB roadmap.
The success of the KSB roadmap relies on the operationalization of the PMU, which requires professional manpower and support from organizations that have local context and government knowledge aimed at ensuring that any initiatives and programs designed can be implemented effectively and in accordance with the established strategic objectives. In order to support the operationalization, the job description, criteria, and recruitment mechanism of the Aceh KSB PMU implementation team were agreed upon.
Kriteria Kualifikasi
- Pendidikan:
- Minimal memiliki gelar sarjana (S1/D4) antara lain: Hukum, Agraria, Kehutanan, Pertanian, Geografi, atau bidang terkait lainnya.
- Pengalaman Kerja:
- Minimal 3 tahun pengalaman kerja dalam bidang legalitas lahan, agraria, tata ruang, atau kehutanan, dengan fokus pada proyek atau program yang terkait dengan sektor agribisnis atau perkebunan.
- Pengalaman dalam pengelolaan data spasial, pemetaan lahan, dan manajemen basis data.
- Pengalaman dalam membina kemitraan antara petani dengan sektor swasta, khususnya dalam konteks perkebunan kelapa sawit.
- Pendidikan:
- Minimal memiliki gelar sarjana (S1/D4) antara lain: Hukum, Agraria, Kehutanan, Pertanian, Geografi, atau bidang terkait lainnya.
- Kepribadian dan Sikap Kerja:
- Berintegritas tinggi dan memiliki komitmen kuat terhadap prinsip-prinsip legalitas dan keberlanjutan.
- Proaktif, berorientasi pada solusi, dan mampu bekerja secara mandiri maupun dalam tim.
- Sikap kolaboratif dan kemampuan untuk bekerja dengan berbagai pemangku kepentingan, termasuk pemerintah, sektor swasta, dan masyarakat.
- Pengetahuan Khusus:
- Pemahaman tentang konsep “satu peta satu data” dan kemampuan untuk mengimplementasikannya dalam konteks perkebunan kelapa sawit.
- Pengetahuan mendalam tentang isu-isu keberlanjutan terkait dengan kelapa sawit dan praktik terbaik dalam manajemen lahan.
- Pengalaman dalam mengkoordinasikan upaya sertifikasi lahan dan pemahaman tentang program redistribusi lahan dan Pendaftaran Tanah Sistematis Lengkap (PTSL) yang dikelola oleh pemerintah.
- Memahami konteks Gugus Tugas Reforma Agraria (GTRA) terkait akses reform dan asset reform
- Memahami proses pendaftaran lahan pekebun melalui surat tanda daftar untuk budidaya (STDB)
- Memahami proses perizinan usaha perkebunan (IUP)

Job description
- Supporting the “one map one data” initiative through the data management (identification of data needs; regular data collection, analysis, and data utilization)
- Facilitating the implementation of Good Agriculture Practice (GAP) and Best Management Practice (BMP) based on land suitability
- Facilitating partnerships between smallholders and Palm Oil Mills (PKS) to increase the bargaining power of smallholders.
- Facilitating the capacity building of farmers and oil palm extension officers on Good Agricultural Practices through training and mentoring.
- Facilitating the mapping of legality status of palm oil plantations
- Supporting landscape monitoring to prevent land degradation & promoting rehabilitation plan of palm-oil inside the protected areas.
- Facilitating coordination improvement between province government with district/city governments as well as with the Agrarian and Spatial Planning Office/National Land Agency (ATR/BPN) to accelerate land certification of smallholder plantations through optimization of the land redistribution program.
- Reporting to the head of the PMU.
Qualification Criteria
1. Education:
- At least have a bachelor’s degree (S1 / D4) including: Law, Agrarian, Forestry, Agriculture, Geography, or other related fields.
2. Work Experience:
- At least 3 years of working experience in land legality, agrarian, spatial planning, or forestry, with a focus on projects or programs related to the agribusiness or plantation sector.
- Experience in spatial data management, land mapping, and database management.
- Experience in fostering partnerships between smallholders and the private sector, particularly in the context of oil palm plantations.
3. Skills and Competencies:
- In-depth understanding of legal regulations related to agrarian, land, plantation, and forestry in Indonesia, particularly in the context of oil palm plantations.
- Familiarity with deforestation monitoring systems, response protocols, and responses.
- Skills in spatial analysis and GIS data management for land mapping and analysis.
- Good communication skills with stakeholders especially related to land legality and smallholder registration (STDB).
- Strong negotiation skills to facilitate partnerships between smallholders and oil palm plantation companies.
- Skills in planning and implementing landscape monitoring activities and ability to identify solutions to land legality challenges.
4. Personality and Work Attitude:
- High integrity and strong commitment to legality and sustainability principles.
- Proactive, solution-oriented, and able to work independently and in teams.
- Collaborative attitude and ability to work with various stakeholders, including government, private sector, and communities.
5. Additional Knowledge:
- Understanding of the “one map one data” concept and ability to implement it in the context of oil palm plantations.
- In-depth knowledge of sustainability issues related to oil palm and best practices in land management.
- Experience in coordinating land certification efforts and understanding of the land redistribution and
- Complete Systematic Land Registration (PTSL) programs managed by the government.
- Understanding the context of the Agrarian Reform Task Force (GTRA) related to access reform and asset reform.
- Understand the process of registering smallholder land through the cultivation registration letter (STDB).
- Understand the plantation business licensing process (IUP).
