In Indonesia, GIZ’s Energy Transition Cluster / Energy Programme Indonesia acts as trusted partner and technical advisor to the Government of Indonesia for the transition towards a sustainable energy system. It further supports the implementation of the Just Energy Transition Partnership (JETP).
The Energy Transition Cluster of GIZ Indonesia works across five thematic areas:
- Power system transformation
- Sustainable energy finance
- Industry decarbonisation
- Island energy solutions
- Just Energy Transition
The (Junior) Energy System Planning Advisor provides technical and strategic advice to the Indonesian government as part of the Energy Programme’s Energy System Planning Unit which pools energy and power system modelling and planning capacities and services across the activities of projects under the Energy Programme. The Unit supports energy system panning for different Indonesian ministries, PLN, as well as the JETP.
We seek one (1) motivated and qualified Indonesian candidate for this position.
Tasks & Responsibilities
- Under the guidance of the Energy System Planning Unit Lead, and as member of the Energy System Planning Unit under the Partnership for Accelerated Action (PACT) Team, contribute to an integrated, programmatic approach for delivering energy modelling, analysis and related policy advisory work to our partners beyond project boundaries.
- Design and implement strategic advisory services and disseminate tailored knowledge products to support GIZ Energy Programme Indonesia and key stakeholders in developing policies and actionable strategies that accelerate the Indonesian energy transition.
- Provide support to all projects under GIZ Energy Program with regards to power system and energy modelling and planning, as well as to the JETP and participate in the process of monitoring, improving, and updating GIZ Energy Programme Indonesia’s current energy system planning models and tools.
- Conceptualize, organize, facilitate, and document events, workshops, and conferences; manage external services and consultants (including drafting Terms of Reference); and develop knowledge products.
- Draft, revise, and review reports, brochures, policy briefs, recommendations, and other materials for internal and external audiences, ensuring high-quality outputs.
- Act as knowledge expert on selected policy topics, present results to high-level government representatives (Indonesian and German) and other relevant stakeholders in various formats.
- Develop and maintain relationships with the political partner and other relevant public and private sector stakeholders; as well as JETP stakeholders, including related Indonesian ministries and the international partner Group (IPG) including the JETP lead Germany.
- Contribute from your field of expertise to the GIZ portfolio development, including the participation in the preparation of new project concepts.

While the position is anchored to the project “PACT”, which runs until 31.01.2026, you support the Energy Transition Cluster and projects within the Energy Transition cluster.
Job Requirements
- A university degree in science, engineering, economics, mathematics, information technology, or other fields emphasizing quantitative capabilities.
- At least 2 years working experience in related area.
- Knowledge of or willingness to learn about the Indonesian energy system and its policy planning process.
- Basic skills in stakeholder engagement and the ability to build professional networks.
- Demonstrated ability to work with data, statistics, and understand complex systems.
- Strong written and verbal communication skills in both English and Indonesia.
- Capacity to present ideas clearly and engage with diverse audiences.
- Ability to grasp the big picture while managing detailed tasks.
- Conceptual and strategic thinking skills are a plus, but training will be provided.
- Familiarity with energy system, climate, or development cooperation is an advantage but not mandatory.
- Familiarity with energy system, power system, climate, or economic models/tools (ie TIMES, LEAP, etc) is an advantage but not mandatory.
- Familiarity with python, Julia, SQL, GAMS is an advantage but not mandatory.
- Expertise, knowledge, or interest in specific components of the energy system (ie macroeconomic, mobility, agriculture, industry, etc.) is an advantage but not mandatory.
