Job Title: ICT Technical Officer for ICT Phase IV Project

Position Base: Jakarta, Indonesia

Reporting to: ICT Senior Officer

Supervising: N/A

Broad Statement of Function

  1. Provide technical and logistical support for the overall implementation of activities under the ICT Phase IV Project;
  2. Ensure the availability of network infrastructure, software, website and other AHA Centre system and platform;
  3. Provide day-to-day technical ICT support and troubleshooting ICT issues for end users;
  4. Perform other relevant duties as assigned by the Executive Director and/or other assigned officers;
  5. Comply with the AHA Centre’s Rules and Regulations.

Primary Responsibilities

Provide technical and logistical support for the overall implementation of activities under the ICT Phase IV Project

  1. Assist the ICT Senior Officer and other ICT Phase IV  project team members in drafting technical document, contract, memos and reports;
  2. Assist the ICT Senior Officer in the procurement of goods and service;
  3. Assist the ICT Senior Officer in monitoring and evaluating project activities implementation by vendors;
  4. Assist in the procurement of goods and services that may be required by the project in accordance with the AHA Centre Financial Rules and Regulations;
  5. Maintain current and accurate records of all technical documentation of all activities related to the ICT Phase IV project such as system design document, technical specification and software license;
  6. In coordination with the AHA Centre’s Admin Officer and Assistant, record all project facilities and equipment, and maintain ICT asset master list;
  7. Ensure reporting compliance by following the established AHA Centre’s rules and procedures and those under Japan-ASEAN Integration Fund (JAIF).

 

Ensure the availability of network infrastructure, software, website and other AHA Centre system and platform;

  1. Ensure the smooth operations of the Emergency Operation Centre’s information management system and platform;
  2. Administrate, configure and provide technical support to the website, web application, learning management system, and others;
  3. Provide routine maintenance on the AHA Centre on premise and cloud servers;
  4. Systematically examine information security risks, threats, vulnerabilities and impacts;

Provide day-to-day technical ICT support and troubleshooting ICT issues for end users

  1. Provide day-to-day support of AHA Centre staff members regarding software installation/update, hardware and troubleshooting;
  2. Maintain operable communications system (i.e. telephone system, audio/video conference, email, SMS, fax) and ensuring connectivity within and outside the AHA Centre;
  3. Ensure computer hardware and ICT equipment are in good condition. Plan and manage the routine maintenance.

 Perform other relevant duties as assigned by the Executive Director and/or other assigned officers

General Qualifications

Education

  • Minimum Bachelor’s degree in the following disciplines: Computer Science, Information System, or related disciplines.
  • Preferably has ICT certification on network, server, big data OR cloud (i.e. Cisco Certified Network Administrator, Microsoft Certified Professional, Google or AWS Cloud Certified)

Requirements

  • At least 5 (five) years of work experience in a government, international organisation and/or private sector institution;
  • Minimum 3 (three) years of experience setting up and maintaining IT networks;
  • Expertise in administration and management of Microsoft Windows Server;
  • Understanding of, and experience in several web programming language (i.e. HTML5, PHP, JavaScript or other relevant programming language);
  • Understanding of, and experience in database development;
  • Well-organised, flexible and enjoy administrative challenges in working with a variety of people and supporting a programme in cross-cultural environment and international settings;
  • Exposure in working in a disaster management-related organisation or knowledge of disaster management mechanisms in ASEAN will be an advantage;
  • Good command of English, written and spoken;

 Technical Competency

  • Server and network configuration and maintenance including operating system, active directory, web server, etc.;
  • Desktop configuration and maintenance;
  • Web programming and database development;
  • Knowledge of cloud and big data;

The AHA Centre – ASEAN Coordinating Centre for Humanitarian Assistance on disaster management – is an inter-governmental organisation established by 10 ASEAN Member States – Brunei Darussalam, Cambodia, Indonesia, Lao PDR, Malaysia, Myanmar, Philippines, Singapore, Thailand and Viet Nam – to facilitate the cooperation and coordination among ASEAN Member States and with the United Nations and international organisations for disaster management and emergency response in the region.

The AHA Centre was established on 17 November 2011 during the 19th ASEAN Summit in Bali, Indonesia, through the signing of “the Agreement on the Establishment of the ASEAN Coordinating Centre for Humanitarian Assistance on disaster management (AHA Centre)” by ASEAN Foreign Ministers, witnessed by all ASEAN Heads of State/Govenment.
