Program Background

The Australia Indonesia Health Security Partnership (AIHSP) is a 5-year program supported by the Australian Government and implemented by DT Global. AIHSP’s overarching goal is to increase national health security in Indonesia so that women, men and communities are less at risk of emerging infectious diseases (EIDs), thereby contributing to Australian, regional and global health security as well as supporting sustainable economic development and food security in Indonesia. To support the achievement of this goal, AIHSP will work in partnership with Indonesian Ministry of Health (MoH), Ministry of Agriculture (MoA) and other relevant agencies and Government of Australia to achieve the following ‘End-of-Program Outcomes’ (EOPOs):

  1. Stronger GoI systems to prevent, detect and respond to public health and animal health emergencies from EIDs; and
  2. Stronger national coordination of responses to national, regional and global health threats.

In addition to these longer-term objectives, over the next two years, AIHSP also supports the Indonesian government in responding to COVID-19 pandemic, particularly around strengthening the ‘Track and Trace’ system and supporting the rollout-out of COVID-19 vaccines to the worst affected provinces, including Central Java, Yogyakarta, Bali and South Sulawesi (priority provinces under AIHSP with high COVID-19 burden). These will be conducted through strengthening public communications and surveillance and health information systems at the community level.

Gender equality, disability and social inclusion (GEDSI) are important components of the program. Understanding how health security impacts on women and men from different backgrounds and contexts will support AIHSP to integrate GEDSI considerations into its activity planning and implementation.

The Role
The Australia Indonesia Health Security Partnership (AIHSP) is seeking a full-time Human Resources and Admin (HR and Admin) Coordinator, who will provide professional services for HR and general admin and office management, to ensure the proper, efficient, and effective management and administration process.

Under the direction and supervision from the AIHSP Operations Manager, the Human Resources and Admin (HR and Admin) Coordinator will provide day-to-day human resources and general office management which include administration and logistical arrangement.  The position will also be responsible for leading the day-to-day organization of administrative and organizational tasks in support of the operational activities of the AIHSP offices, ensuring high quality, accuracy, and consistency of work

This role will also provide:

Human Resources

  • Responsible to support the AIHSP with the recruitment and selection of project personnel. The role includes drafting advertisement text, conducting due diligence and reference checking, ensure the collection of all relevant qualifications check and documentation, maintain recruitment documents, deal with enquiries from prospective applicants for advertised positions, schedule of interview, make necessary logistical support for staff mobilization, contracting (including contract amendments) and induction for AIHSP Short Term Advisers and Locally Engaged Staff in compliance with DT Global and DFAT policies.
  • Provide HR related information and support for any issues relating to work performance, salary & benefit, and other human resources issue.
  • Responsible for facilitating new employee information, making payroll and overtime calculation and provide the calculation along with supporting documents to the Finance team, as well as registering BPJS, health insurance, etc.
  • Ensure that AIHSP personnel salaries, compensation and benefits are aligned with their contract requirements
  • Maintain the Human Resources records and employee database (International and National Staff and Advisers) and provide required data for any reporting purposes
  • Assist with the administration and maintenance of staff and adviser performance review processes.
  • Administer annual staff training events

General Affairs, Administration and Office Management

  • Supervise the Administrator in maintaining AIHSP tracking system, (electronic and hard copies) such as asset and vendor registers
  • In coordination with the Operations Manager, Provincial and District Coordinators, providing support in the establishment and maintenance of AIHSP offices at the national and subnational levels
  • Lead general office matters, including organization of travel arrangements for Ops Team, vehicle rent, archiving documents/files, office lease and maintenance, and purchase of office equipment and supplies
  • Review, compile and submit travel and face-to-face meeting requests for Team Leader’s approval.
  • Coordinate visa arrangements and work permit requirements for expatriate staff and advisers
  • Assist in maintaining office insurance and public liability insurance
  • Support AIHSP financial management, which include petty cash management and disbursements; preparing payment requests (including office monthly bills such as electricity, parking and vehicle rental); verifying financial transactions, and their supporting documents related to travel claims and event expenses
  • Support small value office procurement conducted through purchase orders and/or the preferred suppliers’ pool
  • Manage/update project inventory, ensuring regular physical audits are conducted and that that inventory is properly marked
  • Supervise the Jakarta-based Administrator and Office Assistant in performing their tasks.
  • Other duties as reasonably requested by the Operations Manager and Team Leader/Deputy Team Leader.

Job Requirements

To be consider for this role, you will need to meet the following criteria:


  • A degree in Human Resources or a degree in Business or Management
  • Minimum of 5 years’ experience in HR and general office management, administration, and finance
  • HR generalist background with broad knowledge of recruitment, compensation & benefits, organizational planning, employee and industrial relations, training and development, performance management, human resources information systems and general affairs.
  • Strong organizational skills and the ability to address multiple issues and coordinate multiple initiatives with appropriate prioritization.
  • Ability to work effectively in a team and strong attention to detail
  • Ability to communicate effectively with individuals and groups, orally and in writing.
  • Strong inter-personal and communication skills
  • English proficiency in both oral and written
  • Excellent computer skills including Microsoft Office (Word, Excel, Outlook)


  • Experience working in the international development sector, preferably DFAT-funded programs
