Overview
Assist Vital Strategies in the implementation of the Data For Health (D4H) Phase 5 work plan in Indonesia, specifically related to the planning and implementation of Medical Certification of Cause of Death (MCCD) activities and strengthening of the Health-Civil Registration (Health-CR) link.
Play a role in Monitoring & Evaluation (M&E) for the D4H CRVS project including tracking and documenting all activities, collecting and measuring key performance indicators, and reporting progress and opportunities for improvement as needed during project implementation.
The candidate will work closely with our partner organisation PUSKAPA, and with the MoH to ensure all activities are planned and implemented in coordination and alignment with the broader D4H work plan as well as with the WHO Roadmap development for CRVS in the health sector.
Specific Roles and Responsibilities
1. Implementation of MCCD
- Facilitate a buy-in meeting that identifies the lead agency on MCCD implementation (General Directorate/Directorate level).
- Coordinate advocacy activities for, and lead engagement on the development of implementation strategy for adoption of international form of MCCD at the national and sub-national levels, including formulating necessary regulations.
- Facilitate the conduct of assessment activities around coverage, use, and quality of cause of death reporting using the standardized international form of MCCD.
- Coordinate capacity-building activities including the development of training materials and curriculum (in-service/pre-service) and support a Training of Trainer (ToT) session to create a cadre of central Master Trainers for implementation of cause of death certification in healthcare facilities at the sub-national level.
Deliverables:
- Coordination of high-level advocacy workshop for MCCD implementation with the lead agency identified at MoH [meeting]
- Review of previous assessment report (2021 Monev) on MCCD pilot implementation and identifying key barriers and challenges in quality implementation [document]
- Assessment of present cause of death data in the health system (medical records as well as HMIS) [document]
- Implementation strategy for MCCD adoption (including necessary regulations) [document]
- Ensuring that WHO CRVS Roadmap incorporates MCCD implementation agenda
- Coordination of Master ToT session [training]
- Phase VI work plan for MCCD implementation [document]
2. Monitoring and documentation on CR and health link
- Assist in business process mapping of the birth and death notification process in the health sector and transmission of information to the CR including visiting health facilities and civil registration centers to observe and document the process on the ground.
- Participate in workshops and meetings related to the health-CR link (e.g., MOH-MOHA meetings, meetings under WHO Roadmap development); document discussions, decisions, and conclusions relevant to Vital Strategies’ interventions.
Deliverables:
- Landscape mapping of processes and associated Health Information Systems (HIS) in the collection of births, deaths, and cause-of-death with a description of the What (variables/format); Who (responsible parties); and How of data transfers between systems [document]
- Identification of issues and providing recommendations for the central reporting and transmission of individual birth/death data from health facilities/HIS to the CR (eg. data unavailability; data format incompatibility; unclear processes; lack of roles/responsibilities for personnel) [document]
- Ensuring the MCCD/Health CR is incorporated into SatuSehat (playbook) and considering the data standardization on MoHA (INAPASS)/BPS
- Ensuring that WHO CRVS Roadmap incorporates Health-CR link agenda
Education & Degree
- Bachelor’s degree or master’s in relevant fields (public health, health informatics, epidemiology, demography, public policy, international relations, etc.) from a recognized university
Skills & Abilities
- Strong organizational skills
- Strong verbal and written communication skills
- Bilingual in Bahasa and English
- Proficiency with Microsoft Office suite (MS Word, Excel, Outlook)
- Willingness and ability to travel in-country (and internationally when required)
Experience Required:
- Minimum of 10 years of increasing experience working in the public health sector with demonstrated experience coordinating public health projects in Indonesia
- Experience working with the Ministry of Health to support strategy development and implementation plans is highly desirable.
Experience Preferred:
- Experience with Health Information Systems and/or digital health. Preferred experience working with or using SatuSehat, Puskesmas and/or other hospital information systems.
- Prior experience working in or with the DGHS or DGPH within the Ministry of Health in Indonesia

- Prior experience working with or in the civil registration and vital statistics system in Indonesia
