The Australia-Indonesia Partnership Towards an Inclusive Society (AIPTIS) is a $75m, 5-year investment (2020-25) that will contribute to the broader development goal of No one is left behind – more marginalised people participate in and benefit from Indonesia’s socio-cultural economic, and political development.

AIPTIS continues Australia’s support to Indonesia’s prosperity, building on advancements in the areas of gender equality and women’s empowerment, social inclusion, and civil society strengthening. This includes experience and lessons working in community-driven development, civil society programs, women’s empowerment, and inclusive development programs – most recently through MAMPU and Peduli. It also builds on decades of work by Indonesian CSOs and social movements, including the women’s movement to advance GEDSI.

AIPTIS supports the shared policy priorities of GoI and GoA. It is aligned with Pillar One of the Indonesia- Australia Comprehensive Strategic Partnership, and the associated Plan of Action, which commits to cooperation to “address poverty and inequality, promote women’s leadership and empowerment on disability-inclusive development; the Stability Pillar of the Australia-Indonesia COVID-19 Development Response Plan; and the Government of Indonesia (GoI) Medium-Term Development Plan (RPJMN IV 2020- 2024). AIPTIS supports the RPJMN agenda of “enhancing the quality and competitiveness of human resources”, and specifically the RPJMN’s Gender Equality and Women Empowerment policy and its Social Inclusion policy direction. It also supports Indonesia’s commitment to the Sustainable Development Goals (SDGs), and the call to “Leave no one behind” in development, while responding to the impacts of the COVID-19 pandemic, including the disproportionate socioeconomic impacts on women and communities experiencing marginalisation as well as the potential threats posed to civil society spaces.

Duty Statement

The Head of Partnerships and Policy will work closely with the Team Leader to provide day-to-day management and leadership to the partnership coordination team and technical and policy secretariat of AIPTIS. They will work alongside the Head of Operations and Grants to ensure that the AIPTIS principles are upheld throughout the partnerships and support activities of the Program and will engage with relevant experts as required, ensuring GEDSI and civil society strengthening issues are well addressed.

Scope of Work

Role and Responsibilities of the Head of Partnership and Policy are:

  • Provide oversight to the management and implementation of AIPTIS partnerships including coordination of high-quality technical support, research, and analysis to CSO partners, as well as cross-learning amongst partnerships.
  • Provide day to day management of the Partnerships Coordinators and ensure integration of the partnerships and coalitions work with the technical and policy unit.
  • Oversee day-to-day management of the Technical and Policy Secretariat, including AIPTIS governance mechanisms.
  • Synthesis and quality assurance of GEDSI policy briefs and materials for a variety of audiences.
  • Ensure high quality GEDSI technical advice is central to AIPTIS, and capacity is built across the Program.
  • Oversee the MEL and communications units, ensuring integration of these functions within other work areas of AIPTIS.
  • Identification of strategic opportunities to support the achievement of program objectives and adaptation.
  • Support the Team Leader in the preparation of workplans and progress reports, as well as any other ad hoc reports requested and ensure deliverables are submitted on time and meet DFAT and Cowater’s reporting standards.
  • Be responsive to DFAT’s requests and delegate them to relevant team members, as needed ensuring the Team Leader and DFAT have relevant, timely, evidence-based and quality inputs for reports, briefs, and plans.
  • Support the Team Leader in monitoring and managing risks associated with key stakeholder relationships and networks.

Selection Criteria


  • A postgraduate qualification (or other relevant qualification and substantial professional experience) in management, international development, GEDSI, social sciences or a related discipline.

Skills & Abilities:

  • 10+ years’ experience working on large donor funded programs with increasing leadership and management responsibilities,
  • Program management experience, specifically in aid policy, grant management, MEL, capacity building and change management
  • Demonstrated technical knowledge of GEDSI policy, advocacy, and practice.
  • Experience working with CSO’s, senior government officials, managing complex relationships and community partnerships
  • Previous experience working with DFAT and a sound knowledge of DFAT’s reporting and performance management processes.


  • Experience living and working in Indonesia
  • Ability to communicate effectively in Bahasa Indonesia
