ICEL is a non-profit organization based in Indonesia that strives to achieve environmental justice rooted in democracy, human rights, civility, sustainability, the rule of law, and effective governance in sustainable development. Since its establishment in 1993, we have played a vital role in promoting fundamental principles and mechanisms essential for realizing environmental justice in Indonesia. This includes assisting in legal policy reforms, conducting capacity-building initiatives for government and civil society, collaborating with civic networks both domestically and internationally. All of our works are evidence-based and multidisciplinary, with emphasize in policy legal research.

SUMMARY

The Head of Environmental Governance & Pollution Control Division leads in developing plans and managing the achievement of performance targets for the Environmental Management and Pollution Control division, by implementing the 4 (four) ICEL pillars, namely legal and policy reform, community advocacy and empowerment, strengthening the capacity of state institutions, and developing organizational capacity, as well as developing research methods and tools as well as monitoring and evaluation techniques that support improving the quality of work and team results. The Head of Division will supervise the program team, manage external stakeholder relations with donors, and implementing partners, oversee regranting processes with transparency and accountability, and ensure compliance with ICEL and donor policies, including safeguarding and financial standards. The position requires daily coordination with the Senior Strategist, Program Manager, and Finance Officer; regular engagement with the Finance Manager and Program Director; and collaboration with external implementing partners, donor organizations, and audit bodies. Key responsibilities include program monitoring and budget management, representation in external forums, execution of reporting and administrative duties, and overall project and team management to deliver measurable impact in forest conservation and biodiversity protection.

Job Description

  1. Lead the strategic planning, overall implementation, and delivery of the activities in alignment with its objectives, organizational values, and donor expectations.
  2. Manage and supervise the Environmental Governance & Pollution Control team, fostering collaboration and ensuring efficient implementation across all roles, including projects and impact areas within ICEL.
  3. Manage the Operations & Administration of all research, advocacy, and capacity development activities
  4. Represent the program in external relations, including engagement with the donor, rights holders, stakeholders, and program governance members.
  5. Manage monitoring & evaluation of the entire process to ensure compliance of implementation and results against deliverables.
  6. Ensure timely, accurate, and high-quality reporting to the donor and other stakeholders, including internal reporting within ICEL.
  7. Ensure compliance with ICEL policies and donor requirements, including contractual agreements, safeguarding policies, communication guidelines, and financial accountability mechanisms and standards.
  8. Monitor program & activities financial status to ensure sound budget management and accountability.

Qualifications

    1. Bachelor or Master degree in law, public policy, political science or another relevant backgrounds from a reputable university; or demonstrates progressively expanding career in the environmental and natural resources sector
    2. Minimum 5 years of experience in non-governmental organization, preferably managing funding from diverse international organizations
    3. Minimum 3 years of experience in managing large team, 5 – 10 subordinates & also 3-7 stakeholders
    4. Experience in dealing and working with diverse Ministries is a must
    5. Strong organizational skills with the ability to manage multiple deadlines and workflows efficiently
    6. Proficiency in fund management and budget administration, preferably with experience in donor compliance frameworks from international organizations
    7. Ability to track, document, and ensure compliance with funding policies and procedures.
    8. Strong strategic thinking and interpersonal skills.
    9. Excellent interpersonal skills, including the ability to maintain good relations with NGOs, government, donors and colleagues.
    10. Proficiency in English and Bahasa Indonesia (written and spoken)
    11. Hold Advocate Certificate is a plus
