INVEST DM 2.0 (Investing in Human Capital for Disaster Management) program is a collaborative program between the United States Government (through USAID) and the Government of the Republic of Indonesia (through the National Disaster Management Authority, BNPB). INVEST DM

2.0 is designed as a continuation of the USAID/BHA Technical Assistance and Training Team (TATTs) program (2014-2019) and the first phase of the INVEST DM program (May 2019-Jan 2021). The program is focused on the national level, with many interventions expected to be absorbed by the sub-national level. This program directly supports BNPB in building the capacity of its human resources (bureaucratic reform and capacity building) and national disaster management capacity through education and training initiatives as well as system and strategy improvements. It is hoped that these initiatives will contribute to the strengthening of local DM institutions and people at key administrative levels who will be better prepared and able to fulfil their mandate to deliver effective and lifesaving DM services.

 

Purpose Description:

The Government liaison Advisor will support the INVEST Jakarta Senior Management Team and reports to the INVEST DM 2.0 Chief of Party (CoP) and works closely with INVEST DM 2.0 Deputy COP and BNPB related senior leadership. The role is designed to drive, provide advice and support regarding acceleration of the implementation BNPB and USAID Grant Implementation Agreement (GIA) to both BNPB and USAID as part of INVEST DM 2.0 contribution/mandate. The incumbent is also responsible to liaise BNPB and USAID as necessary to ensure that all GIA and INVEST DM 2.0 administration and strategies are aligned with, understood, supported and well administered by the GoI, specifically by BNPB senior leadership level. S/he contributes to INVEST DM 2.0 strategy development, planning, implementing, MEL, closing and reporting activities. The role involves providing strategic advice, fostering alignment, and ensuring smooth administration and execution of GIA-related activities in collaboration with BNPB and USAID.

 

Consultant Objective:

The objective of this consultation is to support BNPB and USAID partnership implementation under GIA framework, including INVEST DM 2.0 program as part of/implementation of the GIA.

 

Consultant Activities:

The Consultant will conduct:

  1. Working with a Portfolio Administration Specialist, providing guidance and advisory support, clearly addressing BNPB, USAID, or INVEST DM 2.0 on GIA-related partnership and activity implementation, proactively and upon request.
  2. Addressing partnership bottlenecks by proactively suggesting solutions or adjustments to ongoing initiatives.
  3. Supporting the GIA implementation, such as facilitating incidental bilateral meetings, regular GIA governance meetings (Steering, Managing, and Technical Committees), and other related meetings, as needed.
  4. Facilitating the development of a work plan under the newly signed MOU BNPB and
  5. Supporting the arrangement and finalization of the BAST report1 (
  6. Conducting/organizing a workshop regarding learning from BHA on International humanitarian response.
  7. Reviewing and contributing to the quarterly report, semi-annual, annual report, and newsletter/blurbs
  8. Facilitating meetings with senior leadership of BNPB at GIA and INVEST DM 0 level.
  9. Supervising activity level implementation as requested by the CoP of INVEST DM 0 on a concurrence basis.
  10. Contributing to the development of SOW, and ToR across all outcomes and review results and deliverables as well as desk/literature review, under the direction of the outcome managers and Deputy Chief of Party (DCoP).
  11. As required, stepping in to support CoP and DCoP in managing USAID-BHA and other relevant stakeholder relationship
  12. Provide weekly/monthly updates and prepare monthly activity
  13. Coaching, mentoring, and troubleshooting to support the Portfolio Administration Specialist in delivering her role and functions.
  14. Prepare Final Activity Completion Report
  15. Support the team on program close-out and hand over to BNPB and YMCI

Conduct himself/herself professionally and personally in such a manner as to bring credit to BNPB and Yayasan Mercy Corps Indonesia and not jeopardize its humanitarian mission in Indonesia

 

Consultant Deliverables:

  1. Monthly timesheet
  2. Monthly activity reports summarizing activities, key outcomes, and follow-up
  3. Final Activity Completion Report

All deliverable documents are to be developed in English and Bahasa Indonesia.

 

Timeframe / Schedule:

The consultation is expected to commence from mid-December 2024 to the end of July 2025, by providing up to 75 person-days of intermittent inputs as required.

 

1 BAST report will be prepared by Finance, program by MEAL, and coordinated by Liza)- notes: The last BAST report will be ready after the program closes, and therefore needs to be handed over to Mercy Corps.

 

The Consultant will report to:

CoP and DCoP INVEST DM

 

The Consultant will work closely with:

Portfolio Administration Specialist, Sr. KMCR, MEAL officer and Outcome Managers and Senior Leadership of BNPB and under the direction of CoP and DCoP with USAID-BHA.

 

Required Experience & Skills:

The candidate consultant should have followed the qualifications, competencies, and experience:

  • Hold a higher education degree minimum 10+ years of working experience or bachelor’s degree with minimum 20+ years of working experience in the areas of national level development, humanitarian/disaster/climate risk management, government.
  • Comprehensive knowledge about disaster risk management in Indonesia and
  • Technical and strategical expertise and extensive experience at ministerial level experience working, particularly with BNPB.
  • Familiarity with the whole-of-society DRM landscape in Indonesia and national level government policy update issues.
  • Deep understanding of government and donor business culture and processes, preferably working experience with national level government/donor/NGO/UN.
  • Excellent written, verbal communication and presentation skills in both English and Bahasa Indonesia, including report writing.
