The joint Indonesian-German project TVET System Reform (TSR) has been commissioned by the German Ministry of Economic Cooperation and Development for the period of 07/2018 – 06/2021.

The Indonesian institutional counterpart for GIZ is the Coordinating Ministry of Economic Affairs (CMEA), in close collaboration with the Ministry for National Development Planning (Bappenas), the Coordinating Ministry for Human Development and Culture (CMHDC) and the National Chamber of Commerce and Industry (KADIN).

The objective of the project is: Relevant private and public actors at national level have implemented key elements of the Indonesian government’s reform agenda on vocational education and training.

The TSR-project advises in three Fields of Activities:

  1. the policy level in the creation of coordination mechanisms and policies for the implementation of VET reform with the involvement of industry;
  2. business associations, chambers and enterprises in improving the framework conditions for VET and the dissemination of cooperative/dual approaches,
  3. and specialized ministries and downstream institutions, trade associations, chambers and enterprises in disseminating labor market-oriented models and instruments in the VET system.

We seek 1 (one) qualified Indonesian candidate for:

Advisor on Cooperation with Private Sector

A. Responsibilities

The Advisor is responsible for:

  • Managing the activities within the field of activity on Strengthening the involvement of private sector actors in the TVET development policy and implementation
  • providing professional advice to partners and cooperating with important stakeholders;
  • managing strategic, conceptual, administrative and technical tasks for its area of responsibility;
  • liaising with other team members of the field of activity on TVET system reform on national level and relevant Indonesian stakeholders (Ministries, private sector, other stakeholders);
  • contributing to overall project management and supporting the Principal Advisor in monitoring and evaluating project outputs and outcomes;
  • innovation and knowledge management and communication of innovations to a broad target group;
  • integrating results and experience into the overall project and the work of all relevant groups
  • supporting the Principal Advisor in budget planning and expenditure monitoring

The job holder performs the following tasks:

B. Tasks

  1. Coordination and monitoring
  • puts together an overview of project activities, deadlines etc. and presents this regularly at team meetings
  • supports project monitoring and updates information on project progress, documents and reports regularly on the status of results
  • provides expertise with recording and documenting the results of activities assists
  • draws up media analyses, participates in fora and public hearings on issues directly connected with the project
  • provides advisory services with planning, coordinating and documenting meetings, workshops, seminars and other project activities with a focus on technical aspects
  • orders and distributes PR materials on the project as well as GIZ PR materials
  • assists with Public Relations work for the project
  • assists short-term experts assigned to projects/programmes in completing their tasks
  1. Research
  • in consultation with the advisors or experts, prepares and carries out qualitative research projects (developing survey instruments, field trials, training field staff, organisational preparation in the field, collecting and analysing data)
  1. Knowledge management
  • compiling information about regulations, strategies and policies relevant for the respective field of activity on TVET system reform on national level (and the project);
  • collecting information on the relevant progress and development of the related government reform agenda, especially in the respective field of activity
  • organises and updates project documentation, the filing systems and the project library
  • preparing reports and translations, PR and presentation materials in her area of responsibilities and disseminating them to relevant persons and groups;
  • preparing appropriate input to the various project reports/publications including annual reports; contributing to other reports required by the Principal Advisor and the GIZ Headquarter;
  • supporting topics that are of interest to or will benefit the focal area “Inclusive Growth”
  • establishes a project database
  1. Implementation of project activities
  • advising partner institution(s) in identifying needs, developing concepts and strategies, and provides technical input on the TVET system reform on national level;
  • initialising, assisting and advising initiatives on national level to support the implementation of the Indonesian Government’s TVET reform agenda, focussing on the cooperation with private sector;
  • defining draft of terms of reference, selects, and supervising contracted third parties who carry out selected project activities (including performance evaluation);
  • conceptualising, preparing, implementing and following up on workshops, seminars, and other events on subjects that are related to respective field of activity;
  • building up and maintaining close contacts with the counterparts in particular on national, but, if necessary, also in provincial and district level and other parties concerned;
  • monitoring the development and implementation of activities and their impact in close consultation with counterparts;
  • identifying and making contacts with project related institutions and persons in Indonesia and facilitating the communication and cooperation with them;
  • following up field of activity related documentation and reporting with counterparts;
  • supporting the preparation and cooperation with the CIM Integrated Experts working in the field of private sector representatives (KADIN, APINDO) to strengthen their role in the TVET development policy and implementation;
  • accompany and monitor the implementation of financing agreement and or local subsidy;
  • on boarding of any in the project;
  1. General obligations
  • is familiar with GIZ planning, implementation and reporting procedures and their changes
  • is familiar with other projects/programmes and GIZ-assisted measures, concepts and status of implementation and knows the corresponding experts and staff
  • represents the interest of the GIZ-assisted measure and always acts on its behalf
  • carries out important tasks for the project/programme, even if these are not explicitly cited in the job description
  1. Other duties/additional tasks
  • assists other experts, if necessary as translator
  • performs other duties and tasks at the request of management

C. Required qualifications, competences and experience


  • University Degree in Economics, Social Science, TVET, and/or other technical studies and training.

Professional experience

  • Minimum of 10 years of experience in relevant position with 2 years’ professional working experience in the area of TVET;
  • Some working experience in other development organisations (international organisations, consultancies, bilateral agencies etc.) is an asset.

Other knowledge, additional competences

  • good working knowledge of ICT technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office, Access or another database programme)
  • Experience of project management and research experience in an area related to the project’s/programme’s requirements is desirable
  • Language skills: Excellent English and Bahasa Indonesia skills required, German is an asset;
  • Excellent communication and networking skills;
  • Soft skills such as teamwork, mediation & diplomatic skills are essential;
  • Willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management
