As a global cooperative agreement, Human Resources for Health (HRH2030) supports USAID/Washington and field missions in strengthening human resources for health (HRH) across 42 priority countries to increase the accessibility, availability, acceptability, and quality of the health workforce needed to improve health outcomes and advance universal health coverage. HRH2030 is designed to 1) increase performance and productivity of the health workforce, 2) increase the number, skill mix, and competency of the health workforce, 3) strengthen HRH/HSS leadership and governance capacity and, 4) increase sustainability of investment in the health workforce. With Chemonics International as the prime implementing partner, HRH2030 consortium partners include: AIHA, Amref Health Africa, Open Development, Palladium, ThinkWell and URC.
Supporting a diverse population of more than 260 million people living across 17,000 archipelagos and an estimated 4.2 million births annually, the Government of Indonesia (GOI) is committed to ending preventable maternal and child deaths (EPMCD). However, challenges to achieve optimal maternal and newborn health (MNH) outcomes in Indonesia remain. Despite significant investments to ensure that pregnant mothers deliver with the support of a skilled health professional (83% in 2012), newborn mortality has effectively stagnated from 2002 to 2012, at 20 deaths and 19 deaths per 1,000 live births, respectively (GOI BPS 2013), though the 2017 Demographic and Health Survey results show reductions to 15 deaths per 1,000 live births. Socioeconomic determinants and inequities affect neonatal health outcomes, with rural, poorer, and less educated families nearly three times more likely to experience neonatal death (GOI BPS 2013). The maternal mortality rate (MMR) in Indonesia was estimated at 305 deaths per 100,000 live births (GOI BPS 2015), which is higher than many other countries in the region with similar economic status (EMAS 2015).
These outcomes implore attention to the human resources for health (HRH) who drive the health systems for MNH outcomes, including midwives, nurses, and doctors, such as obstetrician- gynecologists (OB-GYNs) and pediatricians. Action is needed to build quality clinical skills, address inefficient planning, deployment, tracking and management approaches, and ensure the availability, accessibility and accountability of a well-qualified and well-trained workforce that has the skills mix necessary to respond to the MNH needs of the population.
The finance and administration manager is responsible for managing the financial accounting operations of the HRH2030’s field transactions in compliance with USAID regulations and the contract signed by USAID and Chemonics. This individual is responsible for establishing and managing all project finance and accounting procedures in line with USAID rules and regulations. This individual will liaise frequently with the home office project management unit (PMU) to ensure smooth financial operations, accurate budgeting and forecasting, and timely invoicing. The finance and administration manager will also be responsible for ensuring a clean, well-organized, professional, and administratively efficient environment for HRH2030 staff and visitors in compliance with USAID regulations and the contract signed by USAID and Chemonics. The finance and administration manager will take a lead role in human resource management including but not limited to recruitment, onboarding, benefits management, and overseeing staff transitions.

• At least 5 years of financial management and operations experience, preferably for a USAID or other donor-funded project
• Degree in accounting, finance or related discipline, advanced degree preferred.
• Excellent knowledge of Indonesian accounting and tax requirements and USAID rules and regulations regarding accounting, finance, procurement, Indonesian labor requirements and human resources management best practices
• Familiarity with USAID procurement and contract administration is a plus
• Highly organized, versatile, and proactive
• Ability to work constructively with a diverse group of colleagues
• Strong organizational and interpersonal skills.
• Professional integrity and discretion in the handling of confidential information and data.
