FHI 360-MADANI Request for Application: Technical Assistance on Local Solutions on MADANI Thematic Issues
Through this Requests for Applications (RFA), MADANI will provide three cost-reimbursable grants to provide technical assistance on three separate thematic issues in MADANI areas: frontline service improvements in 10 (ten) MADANI districts; for village budget transparency in 7 (seven) districts; and for maternal and child health in 12 (twelve) districts, using the specific evaluation criteria and competition process outlined below and in the RFA.

Year One Task: October 2021-September 2022
- Frontline Service Improvement: Maximum of 400 million rupiah for Year One, 700 million rupiah (total over two years)
- Village Budget Transparency:: Maximum of 300 million rupiah for Year One, 500 million rupiah (total over two years)
- Maternal and Child Health: Maximum of 500 million rupiah for Year One, 800 million rupiah (total over two years)

The TA will aim to strengthen technical knowledge and skills to on the implementation of Thematic Action Plan on frontline service improvements, village budget transparency and maternal and child health, for MADANI Lead Partners and selected Learning Forum members. For each of these solutions, MADANI will support the piloting in selected frontline agencies or villages, that will be examples for the local government to scale up.
The TA provider will serve as a technical resource and expert that the Lead Partners can rely on for guidance, especially regarding best practices or innovations in the field and support Lead Partners with advice, written and oral feedback, and connections to literature and resources. The TA provider’s work will be determined in collaboration with the Lead Partner. The TA provider will also consult with other MADANI partners to ensure that interventions do not overlap. The support will, together with the Lead Partners’ and Learning Forums’ regular advocacy campaigns and social accountability monitoring, act as a catalyst for the local government agencies to adopt and fund the service improvement.
To meet the objectives of this program, the Grantee shall use a combination of facilitation and mentoring techniques to build local knowledge on the technical issues. Applications should be marked with your selected thematic area in the subject line, and submitted to MadaniRFA@fhi360.org by Friday, September 17, 2021, at 18:00 (Jakarta time). One organization can apply for more than one thematic area if that is within their scope of expertise, but need to submit separate applications.
To support potential applicants and answer questions, MADANI will on September 9 organize online Zoom RFA Clinics, per theme. The RFA Clinic is optional and will provide additional information on how to fill in the application with an opportunity for applicants to ask questions.
