About the Project

The EnABLE Phase 2 Project strengthens the inclusion, capacity, and resilience of vulnerable communities to benefit from the East Kalimantan Jurisdictional Emissions Reduction Program (EK-JERP) supported by the Forest Carbon Partnership Facility (FCPF).

The project promotes equitable access to carbon and non-carbon benefits, particularly for adat communities and women, while advancing sustainable, low-carbon livelihoods across 71 villages in Paser, Penajam Paser Utara, Mahakam Ulu, and Kutai Barat, East Kalimantan.

Position Summary

The PLUP Specialist will provide technical leadership in developing and facilitating Participatory Land Use Planning (PLUP) processes aligned with EnABLE objectives and the East Kalimantan Jurisdictional ERP.

The role focuses on:

  • Strengthening inclusive land governance
  • Clarifying land tenure relations
  • Integrating community knowledge with technical land-use methodologies
  • Supporting conflict-sensitive, gender-responsive planning approaches

Key Responsibilities

1. Analysis & Advisory

  • Provide technical guidance on PLUP development aligned with project objectives.
  • Conduct land tenure and land-use assessments at village and district levels.
  • Develop PLUP operational plans incorporating social inclusion principles.

2. Capacity Building

  • Facilitate training for project staff, government officials, CSOs, facilitators, and communities.
  • Develop PLUP training modules and technical guidelines.
  • Provide mentorship and refresher sessions.

3. Knowledge & Communication

  • Produce technical briefs, guidance notes, and best-practice documentation.
  • Develop community-friendly PLUP materials (posters, brochures, infographics, videos).
  • Document lessons learned and success stories.

4. Stakeholder Engagement

  • Coordinate with provincial and district agencies (land, forestry, local government).
  • Support multi-stakeholder consultations and planning forums.
  • Represent PLUP components in technical discussions.
  • Perform related tasks as assigned to support project implementation.

  • PLUP guidance tool/report (including social inclusion guidelines)

  • Gender-responsive and socially inclusive PLUP report

  • Mentorship plans and coaching documentation

  • Engagement strategy with technical agencies and local governments

Qualifications

Education

  • Advanced degree in Forestry, Environmental Management, Geography, Anthropology, Social Sciences, or related field.
  • Certification in participatory mapping, GIS, or tenure analysis is an advantage.

Experience

  • Minimum 7 years of experience in participatory land-use planning, land tenure assessment, or community-based natural resource management.
  • Strong experience working with adat communities in East Kalimantan.
  • Proven experience integrating gender equality and social inclusion in planning processes.
  • Experience coordinating with Bappeda, Dinas Kehutanan, ATR/BPN, village governments, and related institutions.
  • Experience with World Bank or other international donor projects is an asset.

Skills

  • Land tenure and spatial analysis expertise.
  • Participatory mapping and GIS proficiency.
  • Strong facilitation and stakeholder engagement skills.
  • High-quality technical writing and documentation skills.
  • Ability to work independently in field-based environments.
  • English proficiency preferred.
