Background

Climate Smart Shrimp (CSS) is a novel approach that incentivizes mangrove restoration while also increasing the amount of shrimp a farm can produce. By applying this model, shrimp farmers, local communities, and other stakeholders work together to sustainably intensify production in a portion of a farm’s ponds in exchange for restoring mangroves on the remaining ponds. Starting in 2021, CI and partners will begin piloting this approach at a site in Indonesia, where the development of the aquaculture sector and mangrove restoration have been a focus of the government to develop the economy while supporting coastal communities to adapt to climate impacts such as coastal storm surge and sea level rise. Accessing shrimp aquaculture as a sustained partner in mangrove restoration will increase both funding for restoration and expand the number and diversity of stakeholders conserving, protecting, and rebuilding natural infrastructure at scale.

We will leverage the site-scale pilot project in Indonesia to enable CI and partners to quantify and prioritize efforts to scale CSS in Indonesia and globally by quantifying the economic and ecologic viability of CSS to inform adoption of the approach in shrimp aquaculture geographies globally. For Indonesia, we will recommend specific technical, policy, and stakeholder actions to enable implementation at scale within the shrimp producing provinces in the country

The CSS approach is grounded in a green-gray engineering philosophy, where “green” ecosystem conservation and restoration is combined with “gray” conventional engineering approaches to generate more benefits for people and nature than either strategy applied alone. The CSS model applies a green-gray climate adaptation approach to working with communities, farmers, supply chain companies, governments, and other stakeholders to restore coastal ecosystems, improve livelihoods, and reduce marine pollution while increasing productivity, profitability, and resilience on shrimp farms and catalyzing replicable opportunities for investors.

 

CI Indonesia is calling for Consultancy Quotation to design and oversee construction of the ecological mangrove restoration and treatment wetland elements of the West Java CSS pilot project. The consultant (team/institution) will be the lead and responsible engineer for the project design and implementation.

A. DUTIES AND DELIVERABLES:

 

Task 1: Ecological Restorative Design Concept

 Task 1.1. Site Visit(s) and Data Collection

The engineering consultant will collect, review, and summarize all available information about the pilot project site, including but not limited to (1) historic and current aerial photography, (2) available mapping related to local geology, soils, hydrology, ecosystem extents, and land uses, (3) information about farm operations as it relates to the management of shrimp pond effluent, and (4) historic and predicted sea level rise and/or storm surge or flooding impacts to the site.

Deliverable:  The consultant will draft a technical memo summarizing available site information for review by the project team, prior to Workshop 1 (Task 1.2).

 

Task 1.2. Design Workshops

In collaboration with, and in support of the project team, the consultant will participate in three (3x) 1.5 hour long virtual workshops to identify and develop design alternatives to meet the project objectives. These workshops will include:

Workshop 1: Site Assessment – With the project team, review data and information available for the project site.

Outcome: Identify and recommend additional data to collect, within the project budget, to inform development of design concepts.

Workshop 2: Design Concept Development – With available site information in-hand, the project team will collaborate to develop potential design concept alternatives.

Outcome: 3x potential design concepts with benefits-constraints of each identified.

Workshop 3: Design Concept Selection – Review 3x design concept alternatives, alongside comments from project stakeholders and community members, and preliminary cost estimates.

Outcome: Selection of preferred design concept.

 

Deliverable:

(1) Participation in each of the three (3x) design workshops,

(2) draft and final summaries of meeting minutes, including comments and next steps for design team,

(3) prior to Workshop 2 prepare a site plan (in AutoCAD, GIS, or other suitable software) with known site characteristics,

(4) based on outcome of Workshop 2, in AutoCAD, GIS or other suitable software, prepare 3x potential design concepts for team review at Workshop 3.

The engineering consultant will address all comments provided on all meeting materials by the project team.

 

Task 2. Engineering Plans & Specifications

Upon selection of the preferred design concept at the conclusion of Task 1, the Indonesian-based engineering consultant will lead development of engineering design documents meeting local design standards and requirements.  The engineering consultant will submit for review and comment to the project team deliverables to review at key project milestones, including a permit package, final design, and construction documents, as described in the following table.

Permit PackageThe permit package will incorporate all input from the community on the preferred design alternative, selected at the close of Task 1. The permit package will include a specifications outline (or scope-of-work) that describes construction methods and materials, along with an updated construction schedule and cost estimate.
Final DesignRefined design based on input from permit approval process, technical reviewers, and community stakeholders. Complete material and construction specifications along with identified safety measures to implement during construction.
Construction

Documents

Final design prior to construction that incorporates all comments from previous design deliverables and reviewers.  Will provide the construction team all the information necessary to build the project as intended.

 

Deliverables:  Prepare one deliverable for each of the three design development packages (permit, final and construction) and submit to the design team for review and comment.  This will include participation in three (3x) 1.5 hour virtual workshops, to be scheduled after the submittal of each package, to discuss, ask questions, and provide comments to the design team on the engineering plans and specifications.

 

Task 3. Construction Oversight

The engineering consultant will provide construction oversight, including attending weekly on-site meetings during construction to confirm progress according to design, monitor progress and work quality, respond to requests for information, and provide supplemental information, as necessary.  The engineering consultant will conduct a final walk through of the project to visually inspect each improvement for conformance with the engineering design plans.  The engineering consultant will provide review of the as-built drawings and a project completion letter.

 

Deliverables: Participation in weekly on-sight meetings during construction, followed by sending an email summary with photos of progress to the design team identifying any issues, questions or requests.  A project completion letter to the design team.

 

Task 4.  Communications

CI expects to broadly share and communicate the experiences and lessons learned through the pilot project design and implementation process.  As part of the design team, the engineering consultant is invited to participate in regular (1-1.5 hours, 1xmonth) virtual project-team meetings, provide comments to (~2) brochures promoting the project, comment on a technical memo documenting the design process and recommendations, and contribute to (~2) peer-reviewed publications.

B. DURATION & TIMELINE

The consultancy is expected to start April 1, 2021 and to be completed no later than December 31, 2022.

Estimated timeline:

  • Task 1. To be complete by 6/30/21
  • Task 2. To be complete by 8/31/21
  • Task 3. To be complete by 12/31/22
  • Task 4. To be complete by 12/31/22

C. VALUE

This assignment has a maximum budget of $15,000 USD (Rp 211,300,000).

 

D. REQUIRED QUALIFICATION

    1. Expertise in mangrove wetland design and construction to achieve water quality, biodiversity, and climate adaptation outcomes, and familiarity with applicable Indonesian engineering standards and best practices relevant to project approvals.
    2. Experience with Comparable Engineering and Design Work – describe relevant project experience in region, as related to the scope of work.
    3. Project Personnel – identify the contact person with primary responsibility for the engineering design. The persons listed will be considered committed to the project with no substitutions without prior agreement with CI.  A resume for each professional person assigned to the project shall be submitted
    4. Organization Chart – with the names of all key personnel with titles and their specific task assignment for this contract.
    5. Experience in Ecological Mangrove restoration and treatment in Indonesia is an advantage.
    6. Capable and experience in reaching the agreed due date and time.

 

E. APPLICATION PROCESS & SELECTION

5. Qualification of Key Personnel/Team Members

It is expected the key personnel has related experience on these specific duties proven by publication or reports.
