District Officer
Overview:
Jhpiego seeks District Officers to support MCGL’s PHC systems strengthening efforts in selected districts across the provinces of Banten, East Java, East Nusa Tenggara, North Sumatera and South Sulawesi. These positions will provide technical assistance to District Health Offices (DHO) in ensuring implementation of the national Integrated Primary Health Care (I-PHC) program in alignment with technical guidance, in improving access to quality services and improving management and performance of health system.

Location : Sabu, NTT
Technical and Management Responsibilities:
- Accountable for project’s adherence to PHC technical standards/health guidance in the assigned district
- Provide technical assistance to the district health office to build capacity for implementation, management and monitoring of the PHC program
- Support district health office to develop an annual workplan for PHC scale up, including identification of capacity strengthening needs for providers in the district and development/monitoring of an annual training plan
- Support district health office in mapping out all available resources for PHC scale up to identify gaps that need to be filled to ensure achievement of the district’s targets
- Map all partners in the district who are engaged in support for PHC; ensure ongoing close coordination and collaboration with these stakeholders
- Support DHO to strengthen communication and coordination with all external stakeholders supporting implementation of the PHC strategy
- Support DHO to regularly hold meetings with Puskesmas to ensure overall coordination of national PHC strategy implementation
- Conduct analyses (or identify appropriate partners to conduct analyses) on identified PHC issues to inform discussions within the district government
- Work closely with the DHO to determine technical, administrative, and operational capacity needs related to Puskesmas and Pustu, and develop technical assistance plans to address priority needs as needed
- Work with district MNH POKJA to expand its focus to include PHC
- Support organization and implementation of regular district POKJA meetings, including monitoring of the PHC dashboard
- Work closely with MEL province/cluster in collecting routine data and disseminate the visualization of data analysis during the regular meeting in district level
- Work closely with PHC specialist to provide support to DHO in strengthening the capacity of Puskesmas to supervise Pustu
- Provide necessary technical and organizational and any other support to the district health office to conduct workshops/ seminars/ meetings/advocacy events
- Provide regular process documentation of all activities, meetings and relevant events – support SPM to capture the district’ opportunities and challenges in implementing the ILP
- Work closely with PHC Specialist to document successes, lessons learned and challenges in implementation; contribute to the analysis, synthesis, and reporting of project outcomes and results; and prepare and contribute to timely semi-annual and annual reporting of project activities as needed
- Facilitate and manage the project review meetings and monitoring visits as scheduled in the workplan
- For those districts with learning labs: support implementation of learning lab as needed in collaboration with PHC specialists at provincial and national level
- Support district government to prepare the progress achievement that will be reported in regular quarterly evaluation province meeting
- Other duties as assigned by supervisor
Internal Communication Responsibilities:
- Provide weekly reports on work progress/plans to SPM regarding district-level PHC activities
- For those districts with learning labs: provide regular updates to national level, contribute to regular reporting
Public Relations and Representation Responsibilities:
- Represent MCGL as requested by the SPM for project progress, achievements and lessons learned through participation in relevant technical advisory/working groups and professional forums
Qualifications
- Bachelor degree in public health, health administration, or related field
- Minimum five years’ experience with development/health sector, PHC experience preferred
- Experience working on health system programming, advocacy
- Strong network of health systems stakeholders in the selected district desired
- Excellent interpersonal skills and demonstrated ability to work in a multi-cultural environment
- Ability to work in a complex environment with multiple tasks, short deadlines and pressure to perform
- Excellent written and oral presentation skills, including report writing and dissemination
- Demonstrated excellence in oral and written Indonesian language; English language proficiency preferred
- Excellent time-management, problem-prevention and problem-solving skills
- Competent in Microsoft office: Excel, MS word, and Power point
- Ability to work independently and to exercise independent judgment
