📝 About the Role
The post holder is responsible for development of Disability Inclusive Disaster Risk Management plan – DRM (DRR, Climate change adaptation, Humanitarian response, and resilience building) in line with the existing country strategy plan and oversees its implementation in highest risk geographies in Indonesia. The position holder is accountable for implementing DiDRM Action components in line with the CBM Global Programme Strategy, the CBM Global Disaster Risk Management Framework, Economic empowerment, and sustainable livelihoods Framework, and in close collaboration and coordination with relevant Thematic teams, Member teams, and partners.
As a member of the CBM Global Country Programme team, success requires close collaboration to secure support and ensure a holistic and consistent approach to disaster risk management that takes a proactive role in the effective delivery of DiDRM projects, across all three vehicles of change detailed in the organization’s programmatic strategy. She/He will support partners to achieve highest quality standards, in line with our Programme Quality Framework and will develop and nurture effective and authentic partnerships in line with our Approach to Partnership. She/He will engage in appropriate coordination forums, networks to promote disability inclusive disaster risk management and will be responsible for developing strategic partnerships to support the implementation of the plan. She/He will promote strong capacity in project design, proposal development, effective project implementation, monitoring, evaluation and learning within CBM Global DiDRM activities.
The role will support effective collaboration among the Country Team, partners, in-country stakeholders, Technical Teams and Member teams and other departments within CBM Global. Key areas will be around Inclusive Disaster Prevention, Mitigation, Preparedness, climate change adaptation, humanitarian action, and Resilience building efforts.
This will be your team:
The Country Team that you will be joining has 12 employees. You will report to the Programme Manager. You will join a team of 5 people and supervise some DRM projects.
Key Responsibilities:
- Lead Strategic DRM Planning: Drive the development of a comprehensive Disaster Risk Management (DRM) plan aligned with the Country Strategic Plan (CSP). Collaborate with the Country Programme Manager to ensure integration of organizational priorities and risk mitigation strategies. Moreover, this position also supports the next CSP development
- Inform Future Strategic Project and partnership, Identify and recommend partnerships for Disaster Risk Reduction (DRR), Climate Change Adaptation (CCA), and Humanitarian Action (HA) in high-risk geographies, ensuring disability in integrated programming
- Strengthen Strategic Partnerships and DRM Project Portfolio: in collaboration with Programme Manager, lead on DRM related proposal development and as well as manage and lead DRM Project implemented by Partners.
- Risk Monitoring and Forecasting: Continuously monitor emerging risks, including climate hazards, and provide timely risk analysis and outlooks to pre-position CBM Global and partners for proactive engagement.
- Build Readiness and Consortia Engagement: Develop team agreements and position CBM Global within strategic consortia to influence funding cycles. Create a readiness roadmap embedded in the DRM plan and foster collaboration with OPDs and mainstream partners.
- Emergency Response Coordination: In new emergencies, gather and analyze information, prepare situation reports, convene humanitarian management team meetings, and provide actionable recommendations for response engagement.
- Inclusive Implementation and Learning: Ensure inclusive monitoring, implementation, and evaluation of humanitarian responses under the DRM framework. Conduct annual learning reflections to document best practices and update readiness strategies.
- Capacity Building for Partners: Assess capacity development needs of partners, including OPDs, and deliver targeted support through training, peer exchanges, webinars, and clinics. Promote adherence to global standards such as CHS, HIS, and IASC guidelines.
- Knowledge Management and Global Contribution: Document and disseminate good practices and lessons learned on disability-inclusive DRM within CBM Global’s Community of Practice. Contribute to global work streams and provide technical support to other countries.
- Technical Oversight and Reporting: Provide technical backstopping on inclusive DRR, CCA, preparedness, and resilience-building efforts. Support community consultations for locally owned action plans, link resilience strategies to food security and climate-smart livelihoods, and ensure timely, high-quality reporting.
Safeguarding Responsibilities:
Focuses on self-awareness and behaviour regulation, observing and reporting others’ behaviour, and training.
Knowledge
Understands the incident management framework and their first responder role in recording, responding, and reporting incidents. Understand the survivor-centred approach and how to apply it when receiving a complaint or responding to an incident. Knows local support services available in the community or region, and how to engage them. Understands how to incorporate safeguarding into good quality programme design. Understands how power imbalance, gender inequalities, bias, and discrimination influence and impact access to interventions. Knowledge of donor safeguarding requirements and partner capacity. Contextual knowledge.
Skills
Able to listen and accurately document reported concerns and complaints. Able to respect the confidentiality of safeguarding allegations. Able to appropriately apply the survivor-centered approach. Analytical and skilled in participatory approaches used for mapping social norms, and patterns of violence and identifying risks and mitigation measures within their interventions. Able to source required technical and professional expertise to design and deliver safe programming. Able to make sound judgments and timely decisions on safeguarding risk management to ensure the programme is safe. Able to develop and implement innovative solutions to minimize risks to programme participants.

Treats the survivor and others involved in an incident with dignity and respect. Be assertive in implementing the initial incident response protocols by gaining the trust and cooperation of the parties involved. Always consider safeguarding risks in all activities and interventions.
🎯 Who We’re Looking For
We are looking for a candidate who brings:
- Demonstrated knowledge and experience of practical application of the Sphere standards and their foundational documents (the Humanitarian Charter, the Protection Principles, and the Core Humanitarian Standard, Humanitarian Inclusion Standards, IASC guidelines for inclusion of persons with disabilities in humanitarian action).
- Demonstrate ability to manage large and complex DRM projects and support the projects development
- Proven experience of working with variety of stakeholders including UN, INGOs, government, donor agencies, and inter-agency humanitarian coordination.
- Experience working in cross-cultural teams and diverse environments.
- Committed, excited, and passionate to learn new relevant project topics as well as disability inclusion and the rights of people with disabilities.
- Open to work collaboratively.

Qualification/ Skills/ competencies/ personal qualities
- University degree in Disaster Risk Management/humanitarian/development studies, social sciences, or related field.
- Minimum of seven (7) years of proven professional experience in DRR, emergency preparedness, response and humanitarian programme management and oversight including (conflicts, natural disasters, refugee/internal displacement contexts, etc.).
- At least five (5) years of experience in partnership management, including national partners capacity strengthening on disability inclusion in DRR, climate change adaptation and humanitarian action through formal training, mentorship, support visits, facilitating peer exchange/learning among partners.
- English (professional proficiency)
- Advanced MS Office
- Proven strong skills in writing reports.
- Proven good organizational and coordination skills as well as a high level of autonomy and flexibility.
- Excellent communication and interpersonal relationship skills.
- Ability to foster teamwork with intercultural competence and sensitivity.
- Ability to research, analyze data and provide recommendations.
- Willingness to travel and work long hours when necessary.
