Background

FINCAPES is a 5.5-year, gender-responsive initiative funded by Global Affairs Canada and implemented by the University of Waterloo, supporting Indonesia in addressing climate change while conserving biodiversity in a socially and economically sustainable way. The project strengthens national capacity in three areas: managing the financial impacts of climate-related flood risks, scaling up Nature-based Solutions for peatland and mangrove restoration, and strengthening climate policy frameworks with a focus on carbon finance.

Under one of its components, FINCAPES collaborates with Purnomo Yusgiantoro Center (PYC) to establish RECLICKS by PYC, a Center of Excellence for Climate Finance Policy, Research, and Training. Launched in August 2025, RECLICKS aims to support Indonesia’s energy transition through research, capacity building, and policy engagement.

As RECLICKS moves into full operation, there is a need to develop a professional and sustainable website that will function as a long-term knowledge hub for research dissemination, public communication, and stakeholder engagement. This procurement seeks an external professional vendor to develop and optimize the RECLICKS website in line with PYC’s institutional standards and strategic objectives.

Objective

  1. Develop a professional and credible RECLICKS website aligned with PYC and FINCAPES institutional standards.
  2. Provide a user-friendly digital platform for dissemination of research, policy outputs, and activities.
  3. Establish a scalable foundation for long-term knowledge management and future website enhancement phases.
  4. Strengthen the visibility, transparency, and institutional reputation of RECLICKS as a Center of Excellence in climate finance and energy transition.

Scope of Work

The consultant will work closely with the RECLICKS by PYC and Purnomo Yusgiantoro Center team, including the FINCAPES Communication and Knowledge Management Expert, to:

  1. Conduct consultations with RECLICKS by PYC stakeholders and Purnomo Yusgiantoro Center representatives to define content needs, functionalities, and design preferences.
  2. Propose a website structure and sitemap that reflects RECLICKS by PYC’s programs, partnerships, and institutional goals.
  3. Develop website mock-ups based on approved branding guidelines.
  4. Build a fully functional, responsive, and secure website with a user-friendly Content Management System (CMS) that includes 2- year web hosting.
  5. Ensure integration with social media platforms and tools for document sharing and newsletter subscriptions.
  6. Provide 1- year technical support, training, and documentation to enable the RECLICKS by PYC team to manage and update the site post-launch.

Required Qualifications

Applicants (individual or firm) must demonstrate:

  1. Proven experience in institutional, research, or knowledge-platform website development
  2. Strong skills in front-end and back-end web development with a scalable CMS
  3. Experience in UI/UX design and responsive, mobile-friendly websites
  4. Ability to implement document repositories, news/events, and engagement features
  5. Knowledge of website security and data protection (e.g. GDPR or equivalent standards)
  6. Experience delivering projects using a structured, milestone-based approach
  7. Capacity to provide training, documentation, and post-launch technical support
  8. Relevant portfolio and client references
  9. Legally registered consultant or firm able to enter into contract
