About CHAI
The Clinton Health Access Initiative, Inc. (CHAI) is a global health organization committed to its mission of saving lives and improving health outcomes in low and middle-income countries by enabling governments and the private sector to strengthen and sustain quality health systems.
CHAI was founded in 2002 in response to the HIV/AIDS epidemic to dramatically reduce the price of life-saving drugs and increase access to these medicines in the countries with the highest burden of the disease. Over the following two decades, CHAI has expanded its focus. Today, along with HIV, we work in conjunction with our partners to prevent and treat infectious diseases such as COVID-19, malaria, tuberculosis, and hepatitis. Our work has also expanded into cancer, diabetes, hypertension, and other non-communicable diseases, and we work to accelerate the rollout of lifesaving vaccines, reduce maternal and child mortality, combat chronic malnutrition, and increase access to assistive technology. We are investing in horizontal approaches to strengthen health systems through programs in human resources for health, digital health, and health financing. With each new and innovative program, our strategy is grounded in maximizing sustainable impact at scale, ensuring that governments lead the solutions, that programs are designed to scale nationally, and that learnings are shared globally.

Background
Disability in early childhood is one of the health issues requiring serious attention in Indonesia. The 2023 Indonesia Health Survey (SKI 2023) recorded a disability prevalence of 0.3% among children aged 1–4 years — representing an estimated 59,075 children nationally. Among children aged 5–9 years, the prevalence rises to 1.7%. The most common types of disability in children aged 5–17 years are intellectual disability (1.0%), mental disability (0.8%), and communication disability (0.5%).
Indonesian Health Survey (SKI) 2023 also documented developmental disorders diagnosed by medical personnel among individuals aged ≥1 year, including global developmental delay (0.4%), autism (0.2%), cerebral palsy (0.1%), Down syndrome (0.5%), and ADD/ADHD (0.1%). Nationally, 16.6% of disabilities are attributed to congenital anomalies, underscoring the critical importance of early detection and rehabilitation during the golden period of child development.
Despite the significant need for early childhood disability services, public awareness of and access to these services remains very limited. Many families are unaware of available rehabilitation services, early warning signs, or how to seek support. Health workers and educators also require strengthened capacity to conduct screening and early detection for children aged 0–6 years.
In response, CHAI, in collaboration with the Ministry of Health of the Republic of Indonesia, is developing comprehensive IEC materials grounded in SKI 2023 data to reach a wide range of target audiences, with a focus on raising public awareness of the importance of early disability detection and prevention — particularly for children aged 0–6 years.
Objective of the Assignment
To develop informative, accessible, and easy-to-understand IEC materials that support increased public awareness and knowledge about disability prevention, early detection, and early intervention — particularly for children aged 0–6 years.
Deliverables
The following IEC materials will be produced:
- 2 short animated videos (duration: 3–5 minutes each) with subtitles, covering:
- How to monitor child growth and development using the Maternal and Child Health Handbook (Buku KIA); and
- The importance of early detection and intervention for children with developmental disorders or disabilities
- 100 printed flipcharts on disability prevention for use by health workers in community and clinical education settings, size A4, 104 pages, standing board, spiral binding
- 2,000 printed leaflets/brochures on the prevention of visual and hearing impairments, size A4

Required Experience and Qualifications
- At least 5 years of professional experience in graphic design, motion graphics/animation, and print media production, especially for health-related or social development projects
- Proven ability to translate complex health information into clear, visually engaging materials accessible to diverse audiences, including those with limited health literacy
- Excellent skills in animation production, infographic design, and print layout, with a creative and user-centered approach to visual communication
- Experience in developing IEC materials in the Indonesian context, including familiarity with materials used by health workers (e.g. flipcharts, leaflets)
- Experience working with international or non-governmental organizations (NGOs) and/or government health agencies
- Good understanding of and commitment to children’s rights, disability inclusion, gender equality, and inclusive development
- Not affiliated with any government bodies or institutions
Budget & Timeline
Maximum IDR 78,000,000 (including tax). Duration of work for 2 weeks (3rd to 4th week of May 2026)
