Program Background
Prospera is a A$259 million eight-year program building on two decades of Australia’s support for economic governance in Indonesia. Prospera incorporates 15 Australian Government agencies and over 230 expert advisers and program staff from diverse backgrounds. Prospera also collaborates closely with the Katalis program to realise the benefits of the Indonesia-Australia Comprehensive Economic Partnership Agreement.
Prospera’s goal is to contribute to strong, sustainable, and inclusive economic growth in Indonesia through three breakthrough outcomes:
- Expanding markets creating jobs: Building a robust private sector that creates more high value jobs.
- Safeguarding economic and financial stability: Ensuring a strong foundation for sustainable and inclusive growth.
- Improving public finances and government performance: Enabling a modern, effective and responsible public sector.
Underpinning these breakthrough areas are three enablers: capable and coordinated institutions that support Indonesia’s development transition; gender equality and disability inclusion are advanced; and government of Indonesia and Australia partnerships strengthen.
Prospera delivers climate and energy activities as part of the policy and regulatory workstreams of an Australia-Indonesia climate partnership. The energy transition is a significant opportunity for Indonesia to create competitive industries and jobs in pursuit of its 2045 ambition of becoming an advanced nation.
Prospera commenced in March 2018 and will conclude in February 2026.

The Role
The Deputy Lead (Climate and Energy) will play a pivotal role in guiding Prospera’s climate policy engagement across multiple stakeholders, including government, development partners, private sector actors, and internal teams. This position demands strategic leadership, high-level coordination, and the development of an active political economy strategy to link Prospera’s analysis to realistic climate policy pathways. The ideal candidate will have significant experience in economic policy advocacy, government engagement, multi-stakeholder policy development, in addition to expertise on climate change economic policy action.

About You
The Deputy Lead (Climate & Energy) will play a pivotal role in managing Prospera’s ongoing climate and energy transition initiative. They will act as a central coordinator and support the Climate and Energy Lead, and Prospera leadership in leveraging Prospera’s established trust and reputation to bridge government entities, international development partners, private sector stakeholders, as well as Prospera’s internal teams. By aligning these efforts, the Deputy Lead will facilitate a shared understanding of the challenge posed by the climate transition and will create policy action that is consensus based and draws on a broad set of expertise. The role demands an exceptional candidate who can navigate complex political economy landscapes, bring a background and knowledge of climate, whilst inspiring collaboration and ambitious policy grounded within the realities of Indonesia’s specific context.
Prospera is especially looking for a candidate who can:
- Develop and implement a climate political advocacy strategy
- Manage relationships with key stakeholders, including ministers and deputies across various ministries, key development partners, private sector actors, and across Prospera teams
- Provide managerial support to the Climate and Energy team Lead in the ongoing management of its 20+ member team.
It is expected that the position will meet the following qualifications:
- At least a master’s degree in economics and/or political science, with specialisation in the fields of environment, climate change, energy, law, finance and/or public policy.
- More than 8 years of professional experience working with governments on policy issues, or advocacy efforts on behalf of private sector or civil society organization, including expertise in one or more of the following areas: carbon pricing, emissions measurement, sustainable finance, energy policy, grid infrastructure development, and renewable energy technology.
- Strong understanding of Indonesia’s political economy and international climate frameworks.
- Demonstrated ability to develop and manage relationships and communicate with influence to support policy decisions and liaise with senior government officials.
- Computing proficiency in using Microsoft products (Excel, Word, PowerPoint, etc.), as well as experience with statistical software such as R-Studio, Python, or Stata
- Excellent communication skills, including writing influential reports and presentations, and great interpersonal skills. Fluency in both English and Bahasa Indonesia is required.
Remuneration
The remuneration will be set according to National Remuneration Framework group C, Job Level 3. The remuneration level at which the position is engaged will be based on the successful candidates’ relevant skills and experience and will be subject to Indonesian employment regulations and tax obligations. This position is a long-term position, open for National Indonesian and International applicants.
