USAID SEGAR is seeking Assessors to conduct an assessment of incentive mechanisms for improved land management, methodologies to evaluate the environmental performance of local governments, and extension services in Aceh, East Kalimantan and West Kalimantan. The posts are:

  • One Assessor in Aceh (code: AAC)
  • One Assessor in West Kalimantan (code: AWK)
  • One Assessor in East Kalimantan (code: AEK)

USAID SEGAR is a five-year project that aims to advance Indonesia’s own development goals of balancing biodiversity conservation and sustainable land use with inclusive economic and livelihoods development. USAID SEGAR contributes to the 2020 – 2025 USAID Indonesia Country Development Cooperation Strategy, Development Objective 3: Environmental Sustainability Improved, and Intermediate Result 1, Natural Resource Management Improved. USAID SEGAR works in four regions with total twelve intervention districts; 1) Aceh (Aceh Tamiang, Aceh Utara, Aceh Timur); 2) Central Kalimantan (Seryan, Kotawaringin Barat); 3) West Kalimantan (Ketapang, Kubu Raya, Sanggau, Sintang); and 4) East Kalimantan (Berau, Kutai Timur, Mahakam Ulu).

Within this context, the Activity seeks to facilitate new or harness existing incentive mechanisms to improve land management practices that measurably and transparently reduce threats to biodiversity and GHG emissions from land use by environmental governance (EG) bodies and natural resources managers. In the first year, USAID SEGAR will implement three activities to achieve the intended outcome. They are: (i) assess viability of current incentive mechanisms for improved management by smallholders and the private sector (A.4.1.1); (ii) assess methodologies (particularly LTKL and Terpercaya/Bappenas) used to evaluate the environmental performance of local governments , including the need for additional EG criteria (A.4.1.2), and (iii) assess the effectiveness of government extension services to smallholders and recommend improvements (A.4.1.3).

Objectives

  • Collect data, undertake the assessment, and write report on the viability of current incentive mechanisms for improved management by smallholders and the private sector, including recommendations for all USAID SEGAR-supported districts in the designated province, using the methodology provided (A.4.1.1).
  • Collect data, undertake the assessment, and write report on existing methodologies used for evaluating local government environmental governance performance for all USAID SEGAR-supported districts in the designated province, using the methodology provided (A.4.1.2).
  • Collect data, undertake the assessment, and write report on the effectiveness of government and non-government extension services, including recommendations for improvements, for all USAID SEGAR-supported districts in the designated province, using the methodology provided (A.4.1.3).

Output & Outcome

Reports on 1) the viability of current incentive mechanisms for improved management by smallholders and the private sector for all USAID SEGAR-supported districts in the designated province; 2) the existing methodologies used for evaluating local government environmental governance performance for all USAID SEGAR-supported districts in the designated province; and 3) the effectiveness of government and non-government extension services, including recommendations for improvements sector for all USAID SEGAR-supported districts in the designated province.

Outcome: A baseline and recommendation for actions established for Objective A4 (incentive mechanisms, methodologies for evaluating environmental governance performance by local governments, and government extension services).

Level of Effort (LOE) and Tasks

The duration of assignment is October 25, 2021 through February 28, 2022. Each Assessor (consultant) of Aceh and East Kalimantan will have 60 days of LOE to cover three intervention districts within each designated province, and Assessor (consultant) of West Kalimantan will have 72 days of LOE to cover four intervention districts. The main tasks are:

  • Develop assessment plan for each district after participating in the methodology training/workshop, expected done in November 2021.
  • Data collection, data analysis and developing data collection report for 3 or 4 assessments, expected done in December 2021.
  • Draft reports on three assessments, expected done in January 2022.
  • Final reports on three assessments, expected done in February 2022.

Qualifications

  • Bachelor’s degree in subject relevant to natural resources management including but not limited to forestry, agriculture, environmental science, law, and sociology.
  • Minimum 7 years of experience working in natural resources management, particular focus in incentive mechanism for conservation, governance of jurisdictional approach, and/or extension services is an advantage.
  • Minimum of 3 years of experience working with local governments in each province related to natural resources management.
  • Demonstrated knowledge and experience in producing high quality report in work related to natural resources management.
  • Familiarity with incentive mechanisms for conservation, jurisdictional approaches to governance, and/or extension services.
  • Demonstrated understanding of the roles and dynamics of various stakeholders (government, non-government, and private sector) in natural resources management.
  • Good English and fluent in Indonesian.
