USAID SEGAR is seekingConsultant to strengthen SP4N LAPOR in East Kutai, starting immediately through September 30, 2022, with total LOE of 30 days.

USAID SEGAR is a five-year (2020 – 2025) Activity designed to advance Indonesia´s development objectives in balancing biodiversity conservation and sustainable land use with inclusive economic and livelihoods development. To accomplish this, targeted subnational jurisdictions with high conservation values (HCV) and high carbon stocks (HCS) will be supported to improve management of natural resources that measurably conserves biodiversity, decreases greenhouse gas (GHG) emissions from unsustainable land use, and promotes sustainable and inclusive economic growth. USAID SEGAR works to ensure that environmental governance (EG) bodies and natural resource managers equitably enforce NR laws, policies, and regulations (Outcome A.3.). The core strategy to achieve this outcome is to strengthen the demand for/supply of improved environmental governance by public, private, and civil society stakeholders.

In Year 1, the Activity began to support the improvement of SP4N LAPOR (an integrated public complaints management system managed by the national government) to better manage community-level reports on environmental threats and transgressions. Moving forward, the Activity will improve the existing SP4N LAPOR system in Sanggau and develop the system from scratch in North Aceh. It will also support East Kutai and West Kotawaringin to improve their existing systems.

In East Kutai this will involve hiring a consultant to support the district government to develop a SP4N LAPOR Action Plan 2022-2024 as required by regulation (KemenPAN Regulation No. 46/2020).


  • To aid the East Kutai district government to develop its SP4N LAPOR Action Plan 2022-2024 with emphasis on the management reports on environmental threats and transgressions.
  • To document and share lessons learned from developing the SP4N LAPOR Action Plan in East Kutai.

Expected Outputs and Outcomes


  • Draft SP4N LAPOR Action Plan 2022-2024 developed and adopted by East Kutai district government.
  • Lessons learned report on developing SP4N LAPOR Action Plan in East Kutai.


Environmental governance bodies and natural resource managers equitable enforce natural resources laws, policies, and regulations across the range od actors and stakeholders that influence biodiversity conservation and greenhouse gas emissions from land use.

Gender Integration

The consultant must take into account and integrate gender equity and social inclusion (GESI) related to gender, youth, and minority groups in the development of SP4N LAPOR Road Map and Action Plan, including:

  • Ensuring their participation in the activity.
  • Incorporating their perspectives into policies, standard procedures, mechanisms or systems.

The GESI intervention will be conducted in consultation with the USAID SEGAR Gender Specialist.


  • Bachelor’s degree in subject relevant to natural resources management including but not limited to forestry, agriculture, environmental science, law, and sociology.
  • Minimum 7 years of experience working with the national and local government on issues that are relevant to environmental governance, public participation, complaint/grievance mechanisms, and law enforcement.
  • Strong understanding and experience using digital tools or apps for the management of public complaints/reporting.
  • Demonstrated understanding of the roles and dynamics of various stakeholders (government, non-government, and private sector) in natural resources management.
  • Demonstrated knowledge and experience in producing high quality report in work related to management, planning, monitoring and evaluation.
  • Good English and fluent in Indonesian.
