CONTEXT
USAID SEGAR is a five-year (2020 – 2025) Activity designed to advance Indonesia’s development objectives by balancing biodiversity conservation and sustainable land use with inclusive economic and livelihoods development. To achieve this, targeted subnational jurisdictions with high conservation values (HCV) and high carbon stocks (HCS) will receive support to improve the management of natural resources, measurably conserving biodiversity, decreasing greenhouse gas (GHG) emissions from unsustainable land use, and promoting sustainable and inclusive economic growth. As part of its work to improve the environmental performance of the palm oil commodity sector, the Activity is working with CUKK to help it access a grant from BPDKS to support its green mill development. This consultancy forms part of this support and references Outcome B1. Private sector entities implement mandatory and voluntary environmental and social standards and requirements.
OBJECTIVES
To support CUKK to complete all mandatory requirements to obtain BPDPKS grant for developing a green mill.
EXPECTED OUTPUTS AND OUTCOME
- Requirements to apply for BPDPKS grant are completed and uploaded into Sarpras Online Portal (https://sarpras–bpdp.or.id/), included its notes.
- Regular discussion and coordination with CUKK undertaken.
SEGAR INDICATOR CONTRIBUTION
The technical assistance undertaken will indirectly contribute to the following indicators:
- Indicator 4: EG. 13-4 Amount of investment mobilized (in USD) for sustainable landscapes as supported by USG assistance.
- Indicator 5: EG.13-2 Number of institutions with improved capacity to address sustainable landscapes issues as supported by USG assistance.
- Indicator 13: Number of private-sector companies operating in USAID SEGAR supported districts that implement environmental and social standards.
TASKS
The consultant will have the following tasks and anticipated level of effort (LOE):
- Assess the completeness of all requirements that already have been collected by the CUKK
- Identify any gaps in fulfilling requirements
- Recommend strategy to complete all requirements
- Lead and coordinate a process to complete all requirements

REQUIRED QUALIFICATIONS
The desired qualifications for the position are as follows:
- At least hold a bachelor’s degree in business, management, law, environment, social sciences, economics, or a related field.
- Proven track record in technical assistance and lead to data collection process.
- A proven track record in engagement with various stakeholders in the palm oil sector, including government agencies, non-governmental organizations palm oil related sector, particularly in the BPDP grant mechanism, with a minimum of 5 years of experience in this environment.
- Familiarity with the Indonesian regulation structure especially in relation to BPDPKS grant requirements and its regulations.
- Familiarity with database development, GIS and spatial analysis would be advantage.
- Proficiency in English and Indonesian.
