Project Context
Indonesia has the second highest TB burden globally, with over 1 million new TB cases and more than 100,000 TB deaths recorded in 2024. For the first time in more than 100 years, a new TB vaccine is on the horizon with several candidates in late-stage clinical trials. Indonesia is a clinical trial location for one of these vaccine candidates and the Government of Indonesia has shown strong political commitment for early introduction of novel TB vaccines.
In November 2024, WHO convened a workshop to initiate country-level readiness dialogues. Since then, initial work on operationalizing country-level readiness has started. Since 2026 Indonesia is slated to be graduated from GAVI eligible countries, which might affected new vaccine related funding including upcoming TB vaccine introduction. CHAI is seeking a short-term consultant for the duration of 6 months to support the government in advancing this work, including conducting a rapid diagnostic of the TB vaccine ecosystem and supporting the National TB Vaccine Roadmap.
Responsibilities
The consultant will report to the CHAI Indonesia Senior Program Manager, with oversight from CHAI Indonesia Country Director, Associate Program Director, and the CHAI Global Vaccines Markets Team.
The work will be structured in phases. The initial phase is estimated to take approximately 2 months. Responsibilities include, but are not limited to:
- Support identification of key stakeholders in Indonesia’s TB vaccine ecosystem, including
- relevant government bodies, academic institutions, and partners
- Support finalization and translation of a semi-structured qualitative interview guide to
- explore progress, roles, responsibilities, and bottlenecks, including financing aspects,
- related to TB vaccine readiness
- Conduct stakeholder interviews in 1:1 or small group settings, as appropriate (in-person
- and/or remote)
- Triangulate and synthesize findings to identify key bottlenecks and decision points
- Draft actionable recommendations to inform decision-making, and present findings to
- CHAI and government leadership
Additional activities in a potential second phase of the work may include (estimated duration is approximately 4 months):
- Facilitate review and alignment on strategic pillars for TB vaccine readiness in Indonesia
- Support the development of a detailed action plan under each strategic pillar, including
- priority activities, implementation timelines, roles and responsibilities of key government
- stakeholders, financing aspects, and areas requiring additional partner support
- Facilitate socialization of the draft roadmap with key stakeholders, including government
- and external partners, for feedback and review
Commencement of the second phase of the work will depend solely on successful outcomes from phase one.

This consultancy is planned to start within May 2026 and commence for the next 2 – 6 months;

Qualifications
- Strong understanding of Indonesia’s health system, government structures, and the TB
- and/or vaccines landscape
- Experience in engaging Indonesian government counterparts, particularly the Ministry of
- Health and its agencies (e.g., EPI, National TB Program, BKPK, BPOM, Bappenas)
- Demonstrated experience conducting qualitative research, stakeholder interviews, and
- synthesizing insights into actionable recommendations
- Strong facilitation and stakeholder engagement skills, with ability to navigate complex,
- multi-stakeholder environments
- Excellent written and verbal communication skills in both Bahasa Indonesia and English
- Ability to work independently and deliver high-quality outputs under tight timelines
- Experience in roadmap or strategy development for health programs is an asset
Proposal Requirements
Interested applicants must submit a written proposal in English. The proposal should include:
- Proposed approach to achieve all objectives
- Proposed activities timeline for the completion of the project with the key milestones
- CV demonstrating required expertise for the roles
- 1 sample of previous work (published paper or report, in PDF format)
- Annotated budget (in Excel format) with breakdown for fees, honoraria (unit cost/rate must
- be in accordance with the recent SBU regulation from the Ministry of Finance), activities,
- and other anticipated costs
Budget and Disbursement
The budget for the work amounts to IDR 200,000,000, – for phase 1 and IDR 450,000,000, – for phase 2 inclusive of professional fees, expenses related to necessary activities such as interview cost including FGDs, and all applicable income tax expenses. Payment will be disbursed by deliverables. National meeting budget will be managed by CHAI Indonesia.
