Overview

USAID SEGAR is seeking Gender Specialists to conduct GESI analysis and developing GIDAP for USAID SEGAR project implementation. The posts are:

  • 1 National Gender Specialist – Jakarta (Code: GEN-JK)
  • 1 Regional Gender Specialist – Aceh (Code: GEN-AC)
  • 1 Regional Gender Specialist – Central Kalimantan (Code: GEN-CK)
  • 1 Regional Gender Specialist – West Kalimantan (Code: GEN-WK)
  • 1 Regional Gender Specialist – East Kalimantan (Code: GEN-EK)

USAID SEGAR is a five-year project that aims to advance Indonesia’s own development goals of balancing biodiversity conservation and sustainable land use with inclusive economic and livelihoods development. USAID SEGAR contributes to the 2020 – 2025 USAID Indonesia Country Development Cooperation Strategy, Development Objective 3: Environmental Sustainability Improved, and Intermediate Result 1, Natural Resource Management Improved. USAID SEGAR works in four regions with total twelve intervention districts; 1) Aceh (Aceh Tamiang, Aceh Utara, Aceh Timur); 2) Central Kalimantan (Seryan, Kotawaringin Barat); 3) West Kalimantan (Ketapang, Kubu Raya, Sanggau, Sintang); and 4) East Kalimantan (Berau, Kutai Timur, Mahakam Ulu).

USAID SEGAR’s team will conduct GESI analysis to examine the drivers, dynamics, and consequences of inequality in terms of gender, social identity, ethnicity, and other structural issues among targeted populations in priority USAID SEGAR geographies. The analysis will include a representative sample of districts/provinces to assess gender differences (for example, between Aceh and Kalimantan). Following GESI analysis, a Gender and Inclusive Development Action Plan (GIDAP) will be developed, as a foundation for SEGAR implementation in the field which ensure that gender and social inclusion are embedded throughout the Activity. The GIDAP will include methodologies and tools, identification of key stakeholder groups, recommendations, and action items, monitoring and evaluation (disaggregating data by region, sex, ethnic group, etc.), as well as a staff training and capacity development plan. The result of gender analysis will be used to conduct training need assessment, develop training module, and provide gender training for SEGAR’s staff and contractors. The activities are expected to take time up to 6 months.

  • Regional Gender Specialist – Aceh – LOE: 21 days
  • Regional Gender Specialist – Central Kalimantan – LOE: 14 days
  • Regional Gender Specialist – West Kalimantan – LOE: 26 days
  • Regional Gender Specialist – East Kalimantan – LOE: 21 days

Objectives

  • To conduct gender analysis to examine the drivers, dynamics, and consequences of inequality in terms of gender, social identity, ethnicity, and other structural issues among targeted populations in priority USAID SEGAR geographies.
  • To develop a Gender and Inclusive Development Action Plan (GIDAP), as a foundation for USAID SEGAR implementation in the field which ensure that gender and social inclusion are embedded throughout the Activity.
  • To conduct training need assessment, develop training module, and provide gender training for USAID SEGAR’s staffs and contractors.

Expected Output and Outcome

  • Gender analysis to examine the drivers, dynamics, and consequences of inequality in terms of gender, social identity, ethnicity, and other structural issues among targeted populations in priority USAID SEGAR geographies is developed.
  • Gender and Inclusive Development Action Plan (GIDAP) is developed, as a foundation for USAID SEGAR implementation in the field which ensure that gender and social inclusion are embedded throughout the Activity .
  • Training need assessment and training module are developed.
  • Gender training for SEGAR’s staff and contractors is delivered.

Tasks and Responsibilities

National Gender Specialist

  • Develop GESI analysis design, including the purposive sampling method, data collection method (qualitative) and key questions as guidance to collect data in the field
  • Develop GESI and GIDAP outline report.
  • Lead technical discussion to conduct GESI analysis and compile all GESI’s data from Local Gender Specialists.
  • Develop GESI analysis report including findings and recommendations.
  • Conduct training need assessment for USAID SEGAR staffs and contractors, based on the result of GESI analysis.
  • Develop GESI training module based on the need assessment.
  • Conduct GESI training for USAID SEGAR’s staffs, and sub-contractors.

Regional Gender Specialist

  • Collecting data on GESI in selected USAID SEGAR districts, which consist of: a) Barriers, gaps and opportunities related with GESI in USAID SEGAR districts in the respected provinces, taking into account the variability of the context; and b) GESI constraints, five domains: (i) overview of laws, policies, regulations, and institutional practices; (ii) cultural norms and beliefs; (iii) gender roles, responsibilities and time use; (iv) access to and control over assets and resources; (v) patterns of power and decision making.
  • Develop initial report on the above data collection, including initial findings and recommendation.

Qualifications

National Gender Specialist

  • Minimum master’s degree in development field, such as sociology, anthropology, gender studies;
  • At least 8 years of experience working with GESI issue, preferably with some experiences in the natural resources economy, and/or forestry sector, and with USAID project-related work;
  • Demonstrated experience in working collaboratively with government agencies;
  • High level of understanding of relevant laws, policies, custom, norm and practice in natural resources, biodiversity conservation, low emission development in Indonesia;
  • Have a strong understanding and previous involvement in the process of develop training need assessment, training module and deliver GESI training for project staff and network;
  • Good competency in English both oral and writing;
  • Proven ability to work in a team.

Regional Gender Specialist

  • Resides within the province of activity operations.
  • Minimum bachelor’s degree in development field, such as sociology, anthropology, gender studies;
  • At least 4 years of experience working with GESI issue, preferably with some experiences in the natural resources economy, and/or forestry sector, and with USAID project-related work;
  • Demonstrated experience in working collaboratively with government agencies;
  • Demonstrated experience in collecting GESI’s data in the field;
  • Fluency in Bahasa both in oral and writing
  • Proven ability to work in a team.
