CONSULTANT FOR EVALUATION OF BLUE ABADI FUND ADMINISTRATOR
This is a performance evaluation of the Blue Abadi Fund Administrator (FA), Yayasan KEHATI, and their respective roles of administration and management of the Blue Abadi program, currently supported by Conservation International, with funding provided by USAID Grant.
Blue Abadi created in May 2017, mission/function etc. In addition to USAID, other donors to the Blue Abadi Fund have expressed the need for periodic evaluation of the BAF Administrator. CI currently maintains responsibility for these evaluations. The consultant is expected to pursue responses to evaluation questions generated through initial consultations with Conservation International, USAID, Walton Family Foundation, and TNC (The Nature Conservancy)
Specific Tasks and Deliverable: Activities to be undertaken by the consultant include, but are not limited to the following:
1. Responsibility for the evaluation design and format of the report.
2. Reviewing relevant documents, including but not limited to, the Blue Abadi Fund Operations Manual,
The Blue Abadi fund Strategic Plan, and any relevant funding agreements KEHATI operating manuals.
3. Interviewing a broad cross-section of relevant stakeholders involved with governance,
administration and grant management aspects of the Blue Abadi Fund, including a representative
sample of grantees, beneficiaries and applicants for BAF funding.
4. Conducting a limited number of representative site visits to examine how selected projects are
functioning, with particular emphasis on KEHATI grant administration.
5. Analyzing all the information and drafting a preliminary report, including findings, conclusions,
6. Allowing for a review of the draft by KEHATI, Conservation International, USAID and the Walton
7. Completing a final written report incorporating the comments (including disagreements) from
Specific Issues for Examination:
The Evaluation will focus on the quality and efficiency of the Administrator’s performance of key responsibilities. Some of these issues are:
Role as Secretariat of Blue Abadi Governance Committee, with emphasis on:
Timeliness and accuracy of Governance Committee meetings
Effectiveness of Governance Committee meetings
Preparations Governance Committee meetings
Submission of reports required by various donors the Blue Abadi Fund
Timeliness and accuracy of reports to donors (technical and financial)
Role as the grant-making entity for Blue Abadi:
Management of Blue Abadi grant cycles (communications proposal submissions and review
processes (quality and efficiency)
Grant management and oversight (quality/efficiency of interaction with current grantees)
Administrative and Operating Systems:
Use of external resources (consultants, etc.)
The consultant is free to design the format of the evaluation report as they determine best communicates the information. All drafts will be in Bahasa and professionally translated to English.
1. First Interim report (deliverable 1) detailing progress on all consultant activities. The
consultant is required to draft a preliminary report, including findings, conclusions and
recommendations due no later than 5th January 2019. The draft report would be made available for
review and comment by KEHATI, all representatives of the Blue Abadi Governance Committee, including
the support of their respective home institutions or governments, Conservation International,
USAID, Walton Family Foundation.
2. Second report deliverable 2) A final written report, appropriately incorporating the comments and
suggestions of reviewers, would be due no later than 28th January 2019
Required Expertise, Experience and Knowledge:
The consultant is expected to have several expertise and experience below:
Hold a comprehensive expertise in reviewing the manuals (SOP) of:
a. Secretariat Operations of Trust Fund Entity;
b. Administration and Grant Management;
c. Staffing Structure & Outsource Management.
Duration of Consultancy: December 2018 to January 2019

Provide a 2-page overview of their planned approach to this consultancy a 1-page costing
overview including the consulting rate, a 1-page overview of staff involved and their relevant
experience (S1 in Agronomy minimum), and a paragraph that states their willingness to abide by
a confidentiality clause as part of this consultancy for a period of 5 years.
