Background:

The Investing in Human Capital for Disaster Management (INVEST DM) 2.0 program in Indonesia commenced on May 17, 2021. INVEST DM 2.0 builds upon the achievements of the USAID/BHA Technical Assistance and training teams (TATTs) program (2014-2019) and the first phase of the INVEST DM program (May 2019-Jan 2021). Program assistance is focused on the national level, with many of the interventions expected to flow down for sub-national uptake. It directly supports the Government of Indonesia (GOI) National Disaster Management Agency (BNPB) in building the capability of its workforce (bureaucratic reforms and capacity building) and national DM capacity through education and training initiatives and improved systems and strategies. These will contribute to strengthened sub-national DRM institutions and people at key administrative levels who will be better equipped and able to fulfill their mandate to deliver effective DRM services and save lives.
INVEST DM 2.0 takes a consortium approach to program implementation with Mercy Corps as prime and implementing partners: Yayasan Mercy Corps Indonesia (YMCI) and University of Hawaii (UoH). This partnership has built a strong collaboration with the Government of Indonesia (GoI) on key aspects of organizational and workforce capacity building, education and training, and policy and planning in DRM across the different governing layers.
The program works with BNPB counterpart technical units to deliver advisory support and technical assistance, tailored to research, improving and/or supporting the establishment of, implementing, and measurement of organizational development initiatives to upskill and professional the workforce to achieve a high-performance culture. This will be achieved through supporting BNPBs reform agenda of organizational development and change management for civil servants.
In maximizing the role and functions in providing DM training, Pusdiklat PB has obtained accreditation from State Administration Agency (LAN) in 2016, which allowed Pusdiklat PB to conduct an accreditation for the training of DM institutions. However, in conducting the accreditation Pusdidklat use the accreditation guidelines based on the LAN regulation number 25 the year 2015 on Accreditation Guideline of Pusdilat PB with the aims to ensure the quality of Training and Education (Diklat) of DM professionals which carried out through evaluation series such as from institutional elements, educators, curriculum development, training facilities and quality assurance[1]. The accreditation of the DM training center through Pusdiklat was conducted to ensure quality assurance of DM training center, so the training participants receive skills and competencies based on the skills required by DM professionals with relevant DM courses such as basic DM, risk DM management, disaster, and preparedness.
Accreditation is an important step toward workforce development within DM institutions such as BNPB, the Human Resource Development Agency (BPSDM), etc. BNPB aims to provide an online accreditation platform, Siakang (https://siakang.bnpb.go.id/) as a step toward expanding access of accreditation training for DM institutions. The utilization of Siakang at Pusdiklat PB will not only expand the number of DM training institutions that will be accredited but also will assist external DM bodies in receiving access to accreditation by providing an online accreditation platform that allows the assessors at Pusdiklat to evaluate the performance of the institutions that will be accredited from different perspectives such as training curriculum, trainers as well as the institutions training infrastructures by establishing a coordination mechanism for training both online and in-person, which meets the training objectives according to the skills and competency needed by DM actors in Indonesia.
The Siakang system was developed by Pusdiklat with the support of INVEST DM in 2020. The system was developed to assist with more effectively and efficiently facilitation accreditation of DM institutions by using an online platform and centralizing documents required for the accreditation process. This platform will assist Pusdiklat PB in assessing the performance, infrastructure, and human resources of the relevant DM institutions for accreditation. Siakang is developed using Drupal 8 as the main framework and adding some features that have been adjusted based on the needs of Pusdiklat PB with the following features:
- Lembaga Diklat feature which allows Pusdikat PB to fill out the data and information and enables the team to download necessary documents as required for accreditation that has been uploaded by external DM institutions.
- Tim Assessor feature which allows Pusdiklat’s assessors to rate or consider the DM institutions that will be accredited based on the assessor’s assessment.
- Sekretariat Akreditasi feature permits the team to accept the request of DM institutions and create an account for DM institutions, select the available assessors, and verify the documents uploaded by the DM institutions as required for accreditation.
Thus, by considering the function of Siakang in assisting the accreditation of DM institutions in Indonesia, Pusdiklat PB and INVEST DM 2.0 program aim to enhance the features of Siakang to support not only the assessors and Pusdiklat PB but also external DM institutions in obtaining accreditation from BNPB to support their training programs.
Consultant Objectives:
The purpose of this program is to improve an online accreditation system (Siakang) that will enable the external DM training institutions to obtain accreditation from Pusdiklat BNPB by providing some features as needed by Pusdiklat PB such as in Lembaga Diklat, Tim Assessor, and Sekertariat Akreditasi. This activity is relevant with output 1.2 on Pusdiklat has implemented the training provider accreditation mechanism and its service delivery accelerated by developing and implementing appropriate Disaster Management (DM) certified in-service training and pre-service education pathways for the workforce across BNPB.
Consultant Activities:
The Consultant shall conduct the following activities which are relevant with the activity of output 1.2 activities in enhancing the Siakang platform based on the meeting outcomes with Pusdiklat’s team. These include but are not limited to developing Siakang adjustment features, creating additional features as required by the assessors and secretariat team, improving the Siakang features, and conducting training and coaching to the personnel at Pusddiklat who is in charge of maintaining and operating Siakang.
Consultant Deliverables:
The Consultant will produce the following major outputs, these are,
- Developing Siakang’s Adjustment Feature
- Adjust the evaluation of the DM institution’s features for assessors as they must fill out all the existing evaluation forms to be more effective and time-efficient.
- There is a requirement to change the evaluation component to adjust the system’s assessment component.
- Change evaluation features for Training Officials to separate data (currently, it is incorporated in the Tenaga Diklat feature)
- Create Additional Siakang Feature
- The need to duplicate the assessor’s assessment so that it can be used for consideration to adopt the assessment (in the case of pre-visit and post-visit assessment).
- Added a feature to print recap results from each DM training institution’s staff data.
- Added a feature to display information on the documents that DM institutions have uploaded to make it easier for the secretariat team and assessor to evaluate the DM institutions that will be accredited.
- Siakang Display
- Adjustment of design themes, patterns, and colours according to the BNPB profile.
- Adjustment of displays of photos and videos uploaded by DM institutions.
- Customizing the appearance on the account page for assessor, secretariat, etc.
- Training and coaching for Pusdiklat PB team
- The consultant is required to conduct training and coaching for Pusdiklat’s team to assist them in using the enhanced Siakang.
Timeframe / Schedule:
The consultancy will commence from mid of December 2021 until March 2022. This assignment is conducted to assist the implementation output 1.2 activities in enhancing the Siakang platform at Pusdiklat BNPB.

Required Experience & Skills:
The selection criteria to assess the technical capacity of the consultants includes with the following criteria.
- Bachelor’s or master’s degree in education, ICT, social science, and other related disciplines.
- At least 5-10 years of relevant experience leading the ICT and capacity development and training program for the government and private sectors.
- Have a strong background in ICT, programming, web design, and eLearning development.
- Have a strong background working in accreditation topics with training centers, LAN, BSN, KAN, or other relevant training institutions.
- Self-starter with a proven track record of delivering high-quality of training and capacity development with deliverables on time.
- Knowledge of the Pusdiklat PB and LAN training standards, gender equality, and social inclusion concepts and approaches are advantageous.
- Strong interpersonal skills and ability to work with diverse stakeholders from government, ministry, and NGOs.
- Experience working with the government agencies such as ministries and BNPB in training and capacity development of assessor review and enhancement is preferred.
- Strong (written and oral) comments of English and Bahasa Indonesia including report writing and editing.
