The Investing in Human Capital for Disaster Management (INVEST DM) 2.0 program in Indonesia commenced on May 17, 2021. INVEST DM 2.0 builds upon the achievements of the USAID/BHA Technical Assistance and Training Teams (TATTs) program (2014-2019) and the first phase of INVEST DM (May 2019-Jan 2021). Program assistance is focused on the national level, with many of the interventions expected to flow-down for sub-national uptake. It directly supports the Government of Indonesia (GOI) National Disaster Management Agency (BNPB) in building the capability of its workforce (bureaucratic reforms and capacity building) and national DM capacity through education and training initiatives and improved systems and strategies. These will contribute to strengthened sub-national DRM institutions and people at key administrative levels who will be better equipped and able to fulfill their mandate to deliver effective DRM services and save lives.

Purpose / Project Description:

Outcome 1 ensures that “the Organizational capacity of Pusdiklat is strengthened and its service delivery accelerated by developing and implementing appropriate Disaster Management (DM) certified in-service training and pre-service education pathways for the workforce across BNPB, Sub-national DM Institutions, and other Government of Indonesia (GOI) agencies.” This Outcome consists of 6 Outputs:

Output 1.1:     Pusdiklat has the capacity to implement online training.

Output 1.2:     Pusdiklat has implemented the training providers accreditation mechanism.

Output 1.3:     Pusdiklat has developed disaster learning mechanism.

Output 1.4:     LSP-PB has a strategic plan and is functioning as a professional certification board.

Output 1.5:     Technical cooperation for exchanges, learnings and linkages with external education and training providers is strengthened (FEMA/EMI, US DOD, NDPTC, Texas A&M, CDP).

Output 1.6:     Pusdiklat has capacity to implement the recommendations of the stocktaking analysis and (Polytechnic DM establishment) roadmap of pre-service (diploma) civil servant entry-level study programs.

This consultancy will contribute to the preparation of activities under Output 1.4 above. Professional certification is a way to ensure competencies in certain professions in Indonesia and around the world. In disaster management, the process of professional certification has been started by the establishment of LSP PB (Disaster Management Professional Certification Board) in 2014 as an autonomous entity supported by BNPB and was licensed under BNSP (National Profession Certification Agency). During its five years of operation until 2019, LSP PB has established its certification schemes and mechanism, its network of test center (tempat uji kompetensi), and successfully provided certifications to thousand of DM professional throughout Indonesia. However, is license under BNSP has expired in 2019 and currently in the re-licensing process. In 2019, BNPB restructured its organization in which a professional certification function is added as one of the Pusdiklat’s role and function. This consultancy is expected to facilitate discussions and dialogue and provide professional advises to the stakeholders to clarify the status, role and functions of the certification entities and to facilitate the development of strategic or action plan.

Consultant Objectives:

The overall objective of the consultancy assignment is to provide support in reviewing the policy and practices of disaster management professional competency certification in BNPB and to facilitate Pusdiklat BNPB to develop a multi-year strategic and action plan for its professional competency certification service through an informed and participatory process.

Consultant Activities:

The Consultant shall conduct the following activities:

  • Policy and practice review of disaster management professional competency certification. Conduct a policy and practice review of the competency certification process for disaster management professionals. It should cover review of its statues and regulations, mapping the separation of roles and functions between the LSP PB (DM Profession Certification Board) and BNPB Pusdiklat PB (DM Education & Training Center) including identification of potential operational overlap and ambiguity, and developing recommendations for next steps for both organizations. Emphasis should be placed on institutional structure and arrangement, (re-)licensing and other adminstrative requirements.
  • Facilitate a participatory strategic planning process. Integrate recommendations from policy review into a participatory strategic planning process involving relevant stakeholders. Emphasis should be placed on determining the specific roles and responsibilities of LSP PB and Pusdiklat PB in competency certification processes. Timelines for strategic planning will also be developed by the consultant.
  • Develop activity completion report

Consultant Deliverables:

The Consultant will produce the following deliverables with estimate efforts of 10 days:

  1. Design a workplan for scope of work.
  2. Policy paper reviewing the current DM Professional Competency Certification process by 20 April 2022. The paper should include recommendations for Pusdiklat PB and LSP PBʻs next steps.
  3. Present (by slide deck) findings and recommendations of the review process to Pusdiklat PB and LSP-PB and incorporate feedback.
  4. Facilitation of a participatory process for developing a strategic and action plan for certification of DM professional competencies by 15 May 2022.
  5. Present (by slide deck) strategy and action plan to Pusdiklat PB and LSP-PB and incorporate feedback.
  6. Activity completion report by May 20th, 2022.

Timeframe / Schedule: 

The consultancy will commence in April 2021 to May 31st, 2022.

The Consultant will report to:

Program Manager INVEST DM Outcome 1

The Consultant will work closely with:

Pusdiklat PB, LSP PN, Program Manager INVEST DM Outcome 1, COP, DCOP, VET and Training Coordinator, the Program Principle of UHM.

Required Experience & Skills:

The selection criteria to assess the technical capacity of the consultants includes the following;

  • Master’s degree in education, social science, public administration or other related disciplines.
  • At least 10 years of relevant experience in education and organization development.
  • Extensive experiences in profession competency certification process
  • Good knowledge about Disaster Risk Management in both theory and practices, particularly in Indonesia context.
  • Knowledge of the Pusdiklat PB, BNSP, & LAN certification standards,
  • Understanding of gender equality and social inclusion concepts.
  • Demonstrated ability to lead consensus-building and participatory approach during collaborative processes to achieve a final product
  • Strong interpersonal skills and ability to work with diverse stakeholders from government, ministry, and NGOs.
  • Experience working with the government agencies such as ministries and BNPB.
  • Strong (written and oral) comments of English and Bahasa Indonesia including report writing and editing.
