Job Description
The Palm Oil Sustainability and Traceability Enhancement Programme, hereinafter referred to as PALMSTEP, is implemented by Agriterra in collaboration with relevant partners to strengthen the sustainability, traceability, governance, and business capacity of independent smallholder palm oil cooperatives in Kotawaringin Barat, Central Kalimantan.
One of the key cooperative partners under PALMSTEP is Koperasi Produsen Karya Sawit Mandiri Jaya (KSMJ), a secondary cooperative representing several primary palm oil cooperatives. KSMJ is preparing for a major business transformation through the development of a cooperative-based Crude Palm Oil (CPO) mill. This initiative is expected to improve farmers’ bargaining position, strengthen traceability, increase value addition at the cooperative level, and support the long-term sustainability of independent smallholder palm oil supply chains.
PALMSTEP conducts an assessment related to cooperative business readiness, CPO mill design, sustainability, traceability, and operational management requirements. The findings from this assessment will provide the basis for identifying operational gaps, institutional needs, and the required procedures that must be established or strengthened within KSMJ.
To ensure that KSMJ is able to operate professionally and in line with business, sustainability, and traceability standards, PALMSTEP intends to hire a consultant team to support the development and strengthening of Standard Operating Procedures (SOPs) for CPO mill management and other related cooperative business operations.
Key tasks:
- Develop and strengthen SOPs that support professional management of KSMJ’s cooperative business operations and future CPO mill operations.
- Ensure that the SOPs are aligned with good cooperative governance, financial accountability, procurement transparency, product handling, sustainability, and traceability requirements.
- Provide clear operational guidance for KSMJ management, boards, staff, and relevant business units.
- Support KSMJ in improving its institutional readiness to manage a cooperative-owned CPO mill and related business activities.

Job Requirements
Education & Technical Skills
- Minimum bachelor’s degree in e business administration, agribusiness, finance, sustainability, industrial management, or related fields will be an advantage.
- Proven technical skills in developing and strengthening SOPs, business workflows, approval mechanisms, internal control points, operational forms, and implementation guidelines.
- Strong technical understanding of cooperative business operations, financial management, procurement, inventory control, FFB procurement, CPO mill operations, product processing, and waste management.
- Knowledge of sustainability and traceability systems, including farmer data management, FFB origin verification, certified and non-certified supply segregation, environmental compliance, and buyer or certification documentation requirements.
Professional Expertise
- Demonstrated experience in developing SOPs, business process documents, operational manuals, or internal control systems for cooperatives, agribusinesses, palm oil companies, processing industries, or similar organizations.
- Strong understanding of cooperative governance, member-based business models, board and management functions, decision-making mechanisms, and accountability systems.
- Practical experience in financial management systems, including budgeting, bookkeeping, cash flow control, payment approval, financial reporting, asset management, and internal control procedures.
- Technical knowledge of palm oil supply chains and CPO mill-related operations, including FFB procurement, weighing, grading, goods receipt and issuance, production flow, product handling, inventory control, and waste management.
- Familiarity with sustainability and traceability standards relevant to palm oil supply chains, including RSPO, ISPO, SCCS, farmer data management, FFB origin verification, and certified/non-certified supply segregation.
- Proven ability to facilitate consultations, interviews, workshops, and validation meetings with cooperative boards, management, staff, farmer representatives, technical experts, and project stakeholders.
Competencies
- Ability to assess complex institutional, business, and operational issues in a practical manner.
- Strong report writing and presentation skills in both technical and practical formats.
- Fluency in English and Bahasa (local language will be adding value).
