Job Description
The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is an international cooperation enterprise for sustainable development with worldwide operations. Its corporate objective is to improve people’s living conditions on a sustainable basis.
In the context of the bilateral cooperation between the Government of Germany and the Government of Indonesia, GIZ has received a new commission from the Federal Ministry for Economic Cooperation and Development (BMZ) on Adaptive Social Protection (ASP)/Integrated Solutions in Disaster Risk Management and Social Protection.
The ASP aims to provide integrated solutions to improve the crisis response capacity and long-term adaptation of poor population groups to climate change by linking social protection instruments with disaster management and climate adaptation approaches. By improving the protection of poor people and those at risk of poverty against climate-related shocks, it contributes to reducing the poverty rate (programme objective indicator 1). Incentive systems and financing mechanisms for forest protection and environmental services are being tested with the development of support approaches for adapting livelihoods to climate change in the project provinces (programme objective indicator 2).
The TC module is in line with the BMZ core thematic strategy “Health, Social Protection and Population Policy”. It contributes to the implementation of the “Social protection” field of action, which is committed to establishing universal, inclusive and adaptive social protection systems in partner countries in order to strengthen the population’s resilience to individual life risks and collective crises and in future also increasingly to the consequences of climate change.
The political partner of the project is the National Authority for Disaster Management (BNPB). The project implementation is planned to be decentralised in 2 (two) regions, West Nusa Tenggara (NTB) and South Kalimantan (Banjarmasin). To achieve the module objectives, the Ministry of Finance (MoF), various directorates of the Ministry of Development and Planning (BAPPENAS), the Ministry of Village (MoV), the Ministry of Home Affairs (MoHA), and the Ministry of Housing and Public Works (MoPUPR) engage as the implementing partners.
To support the implementation of this project, GIZ seeks one (1) motivated and qualified Indonesian candidate for:Communication, Public Relations, and Event Management Specialist (Job title in SAP: Communication Specialist)
Core Task
In your role, you work on all job orders within your remit and are the main contact for advising the commissioning manager (AV), advisors (national and provincial advisors), other staff members and external partners on all communication, public relations, and event management issues. You provide advice on formulating and producing targeted and relevant public relations (PR) content that is to be disseminated via various internal and external platforms in connection with the objectives of the country office.
You clearly communicate the relevant requirements, conditions and restrictions regarding GIZ’s communications and PR strategy and your capacity to act and ensure that these requirements are met.
You coordinate the process for awarding contracts in connection to the communication, public relations, and event management fields; agree and enter into contracts in accordance with the relevant legal, contractual, socio-political and corporate policy requirements; and monitor the processing and fulfilment of those contracts and their deliverables.
You also develop and implement the communication and PR strategy and guidelines for internal and external communications that are produced by the project in close consultation with partners, and coordination with the cluster and the country office and ensure that they are up to date.
In consultation with AV, advisors and the BNPB team, you lead the event conceptualisation, logistics, coordination, and execution of the key joint project events and coordinate the contribution to other events where the ASP project is involved.
In consultation with your team colleagues and the project’s management team, you also coordinate all issues within your area of work and ensure that they are dealt with promptly and competently. You resolve problems that arise in your area of responsibility on the basis of existing rules and draw attention to more complex challenges in your team.
You are involved in ongoing process development within your remit, are responsible for knowledge management and prepare and share documentation.
You perform the tasks assigned to you by your line manager where required.
Main Activities
The Communication, Public Relations and Event Management Specialist performs the following key tasks:
- Assist the AV in ensuring the availability and visibility of the ISASP project in the main publication and social media platforms of GIZ Indonesia/ASEAN and GIZ.
- Support project management and technical advisors in event planning and execution, publication management and media relations, and act as a primary focal point for all stakeholders related to the project’s events, event concept, logistics, coordination, and execution of key joint project events with BNPB.
- Develop, regularly update and implement a comprehensive internal and external communication and PR strategy and appropriate instruments for the project, in line with the Communication Strategy of GIZ Indonesia/ASEAN, and systematically plan communication activities with partners.
- Ensure full compliance with the guidelines and toolkits provided by the Corporate Communications Unit of GIZ Headquarters and Communications & PR Coordination Unit of the Country Office Indonesia/ASEAN and coordinate proactively with them on all communication- and events-related topics.
- Contribute to GIZ Indonesia/ASEAN, the Cluster Special Assignments and GIZ Headquarters core publications (e.g. factsheets, websites, project location maps, success stories) and maintain the project’s photo and video archives.
- Coordinate the project’s press activities in cooperation with partner institutions and close coordination with the Communications & PR unit of GIZ Office Indonesia/ASEAN and collect press clippings related to the project and compile reports per event/news appearance.
- Support of and representation of ISASP project in GIZ knowledge management activities beyond GIZ Indonesia/ASEAN (e.g. Sector Network of Health and Social Protection, Sector Network of Financial Sector Development, and Sector Network Assets for Asia) incl. support to network and membership management, budget planning, monitoring, and reporting, event management.
- Assist the Cluster Coordinator and Country Director on overarching issues related to the implementation of the GIZ corporate strategy (eq. Vision 2028).
Job Requirements
Qualifications
- Bachelor’s degree/master’s degree in Communication, Public Relations, Journalism, Social Sciences, Business Administration or Management – or a related study programme.
Professional experience
- At least 5 years (or 8 years equivalent to a Bachelor’s Degree) of professional working experience in in relevant field of work (Communications, Public Relations, Policy Development, International Relations, Journalism), of which at least 3 years of professional experience in Communication and PR in the Development Cooperation field.
- Professional background in communication and PR-related field, social protection, climate change and disaster risk management/reduction are preferred.
- Working experience in other development organisations (bilateral and/or multilateral organisations, consultancies) is an asset.
Other knowledge, additional competencies
- Soft skills such as creativity, advisory, lobbying and diplomacy skills, negotiation proficiency, active listening, conflict resolutions, teamwork, and problem-solving are essential.
- Excellent working knowledge of ICT technologies and computer applications (e.g. MS Office, design graphics, or other programmes).
- Language skills: excellent English and Bahasa Indonesia aptitude are required; German is an asset.
- Outstanding capacities in impactful writing, including articles, press releases, other communication and public relations materials and networking proficiency.
Duty Station: Jakarta (with frequent travelling to Banjarmasin and Lombok).
