Background

The Foreign, Commonwealth, and Development Office of the UK Government (FCDO) in collaboration with the Development and Planning Ministry (Bappenas) and the Government of Indonesia, have developed a partnership agreement in the Low Carbon Development Initiative (LCDI) since 2017. The first phase of LCDI was implemented in 2017-2021. Currently, the programme has entered LCDI Phase 2 (LCDI2) for four years. The LCDI Phase 1 focused on the preparation and implementation of the first national low-carbon development plan for Indonesia. One of the major milestones in LCDI Phase 1 is the Government of Indonesia launched a UK-funded report called “Low Carbon Development: A Paradigm Shift Towards a Green Economy in Indonesia” (the LCDI Report). This report has been successfully incorporated into the national Medium-Term Development (RPJMN) 2020-2024.

Oxford Policy Management Limited (OPML) has recently contracted by FCDO, with British Embassy Jakarta (BEJ) as its client service, as the Supplier to deliver and manage programme implementation of LCDI2 in collaboration with the Government of Indonesia (GoI), primarily Bappenas, along with relevant line ministries and the pilot provinces of the Programme. This programme will support implementation of the LCDI at both the national and subnational level to support the Government meet its emissions reductions targets in Indonesia’s medium term development plan. In specific, the programme covers: 

  • Building political support for low-carbon development within and outside of government
  • Building knowledge and understanding of the LCDI approach among those who would be responsible for implementing it within GoI
  • Supporting implementation of the LCDI approach, especially through provincial and national development plans
  • Raising ambition to the highest levels set out in the LCDI report

To effectively implement the LCDI2, OPML as an implementing agency is planning on mobilising a team of experts in Communication. This TOR is developed to support the recruitment of a Communications Officer for the LCDI2 implementation.

Objective

This position is intended for individuals with a professional, mature, and independent work ethic, who demonstrate a proactive attitude and innovative approach in the field of mass communication, public relations, or journalism. The ideal candidate should possess strong communication skills, a high willingness to learn, and the ability to work both independently and collaboratively within a team.  The Communications Officer will be working under the direction and supervision of the LCDI Coordinator and LCDI Communications Coordinator and reporting to the OPML-LCDI WS Lead and Communications Manager. 

Key objectives of the Role

Supporting the Implementation of the LCDI Communication Strategy

  • Assist in developing and executing the LCDI communication annual work plan, ensuring alignment with GoI and donor priorities.
  • Contribute to content creation across LCDI platforms and support online visibility efforts.

Facilitating Stakeholder Engagement through Communication Support

  • Provide communication support for LCDI events (workshops, FGDs, exhibitions, talk shows, etc.) in coordination with the Bappenas Public Relations Bureau.
  • Draft press releases and media advisories, and support dissemination to targeted media channels.
  • Carry out other supporting activities related to event communication.

Managing Multimedia Content and Communication Platforms

  • Manage and develop publication and communication materials/contents for LCDI’s social media (Instagram, Facebook, LinkedIn, YouTube) and explore additional platforms such as Podcasts.
  • Support updating and maintenance of the LCDI website and other digital platforms, including the WhatsApp Group Communication Platform.

Enhancing Media Relations and Outreach

  • Assist in building and maintaining relationships with national, regional, and international media to promote LCDI activities.
  • Monitor media coverage and contribute to media engagement strategies.

Supporting Knowledge Management and Communication Products

  • Coordinate the review and adaptation of knowledge products from a communications perspective.
  • Assist in proofreading, editing, and working with designers to produce high-quality materials.

Administrative and Coordination Support

  • Provide day-to-day communication support to the LCDI Secretariat and Environmental Affairs Directorate of the Ministry of National Development Planning (Kementerian PPN/Bappenas).
  • Coordinate with consultants, communication specialists, and the One Data and IT team for aligned messaging and outreach efforts.

Detailed Responsibility

Work Planning and Coordination

  • Assist in developing the Annual Communication Work Plan (2026–2027) to support Green Economy, Low Carbon, and Climate Resilient Development initiatives, including Circular Economy.
  • Align communication strategies with LCDI and Green Economy policy priorities, ensuring consistency across messaging, visuals, and outreach.

Management Content Support and Platform Maintenance

  • Produce, edit, and coordinate high-quality communication content for mass media, events, exhibitions, and social media (Instagram, Facebook, YouTube, LinkedIn, Podcasts, and Newsletters).
  • Maintain and manage the LCDI website and internal communication tools (e.g., WhatsApp groups).
  • Collaborate with the Graphic Designer to ensure compelling visual identities and professional packaging for all publications and digital content.

Editing, Publishing, and Archiving

  • Edit, proofread, and finalize documents, presentations, and publication materials for clarity and consistency.
  • Oversee digital publication processes in coordination with the IT/One Data team, ensuring timely dissemination of content online.
  • Document and archive all communication outputs and knowledge products systematically for internal and external access.

Stakeholder Engagement and Media Support

  • Coordinate with key stakeholders to promote LCDI Secretariat activities through mass media (including radio, TV), social media, podcasts, and public events.
  • Maintain a monthly media engagement log and compile summaries of media coverage.

Event and Exhibition Support

  • Provide communication support for at least one major LCDI Secretariat event per month, including exhibitions and outreach activities related to low-carbon development.

Secretariat Support and Coordination

  • Support administrative and coordination tasks within the LCDI Secretariat, including follow-up on internal communications and operational activities.
  • Undertake ad hoc tasks from the LCDI Coordinator and Director of Environment Bappenas.
  • Collaborate with consultants, experts, and relevant teams to ensure cohesive delivery of communication goals.

Monthly Outputs

  • Updated Annual Communication Work Plan draft and revisions.
  • Content Production and timely updates across all communication platforms.
  • Monthly platform maintenance report and media coverage summary.
  • Compiled and archived communication materials for dissemination.
  • Event communication support delivered for at least one key activity.
  • Comprehensive documentation archive maintained

Required Qualifications, Skills, and Competencies

  1. Minimum 5 years of professional experience in the field of communications, public relations, or journalism within companies, NGOs, or media organisations. 
  2. Experience in at least one communication-related assignment in the past 4 (four) years with government or private institutions, including subcontracted work.
  3. Demonstrated network and collaboration with media, government agencies, academic institutions, and/or international organizations, supported by examples such as published articles, communication campaigns, or event documentation (please provide links or portfolios).
  4. At least a bachelor’s degree in communication, Design, Journalism, Social Sciences, Development Economics, International Relations, or other relevant fields.
  5. Proven experience in social media management, including platform strategy, content planning, and engagement. Supporting evidence (e.g. links to content, campaign reports) is required.
  6. Ability to coordinate and produce digital communication materials (e.g. infographics, videos, multimedia content). Please include a portfolio or relevant work samples.
  7. Have a communication network with government, media, academics, and international institutions with supporting evidence in the form of links/articles or other evidence of work that has been produced;
  8. Having experience in managing PR-related events, particularly for any government offices
  9. Having an understanding and ability to use social media is an added value with supporting evidence in the form of links or other evidence of work that has been produced
  10. Having an understanding and ability to coordinate and produce digital content is an added value with supporting evidence in the form of links and other work documents that have been produced;
  11. Excellent verbal and written communication skills in English
