CHILD PROTECTION OFFICER – 1 position based in Jakarta

CWS/Indonesia www.cws-asia.org is an international relief, development, and refugee assistance agency that has been operating in Indonesia for many years under an agreement with the Ministry of Social Affairs. CWS Indonesia is the field office of CWS, Inc., headquartered in New York. CWS assists the most vulnerable, regardless of their religion, race, ethnicity, or gender. CWS works with partners to eradicate hunger and poverty and to promote peace and justice around the world.

CWS is implementing a UNHCR-funded program in Jakarta that assists refugees and asylum seekers to access basic services such as health care and provides skills training and education programs.

 

Qualifications and experience required:

  • Bachelor’s Degree in social sciences, Human Rights, International Law or other relevant field.
  • Ability to work in a cultural and gender-sensitive manner, respecting diversity in its all forms, including religious minorities, socio-economic situation, sexual orientation and ethnicity, etc;
  • A minimum of two years’ experience in child protection or child care program
  • Experience in basic counseling and psychological first aid for children.
  • Good interpersonal skills with ability to motivate both staff and local partners/community/refugees
  • Abilities to provide capacity building/training for staff and refugees on child protection/child rights issues
  • Ability to interact and communicate with wide range of stakeholders (NGO networks, government institutions and refugees)
  • Positive and professional attitude, able to organize, maintain composure and prioritize work under pressure, work overtime when necessary and be able to coordinate multiple tasks
  • Works well in and promotes teamwork, comfortable in a multi-cultural environment, flexible and able to handle pressure well.
  • Possess computer skills, including internet-based communication/ and various office applications (Microsoft Words, Excel and Power Point).
  • Significant skill in reporting, documentation and database management is essential.
  • Fluency in English and Bahasa Indonesia is essential. Knowledge of Dari/Farsi/Arabic/Urdu will be an added advantage.

 

 

 

I. THE ROLE:

The Child Protection Officer position is required to support CWS in establishing child friendly and supportive environment for unaccompanied children, children at risk and child survivors by enhancing child protection mechanisms.  Child Protection Officer should be responsible for ensuring effective case management focusing on unaccompanied children and other refugee children at risk according to UNHCR standard operating procedures and CWS Indonesia approach.

 

II. RESPONSIBILITY & TASKS

  1. Implementation of Child Protection program in Jakarta.
  • Identify any needs of Child Protection for refugees or vulnerable asylum seekers children/families.
  • Conduct Best Interest Assessment of the Child through interviews with conducive environment, strict confidentiality and secure the sensitive information.
  • Be responsible for timely implementation of the BIA/BID recommendations ensuring child participation
  • Coordinate with relevant staff/section to ensure standard of living in UAC shelters are adequate for children’s physical, mental, spiritual, moral and social development.
  • Referring children and their families to appropriate services and ensuring the referral is applied.
  • Manage basic/social counseling, awareness, guidance, emotional support if needed.
  • Plan and participate in various child protection activities and special events in area of operation.
  • Organize and facilitate relevant capacity building/training activities for refugees or internally displaced children/families and staff.
  • Coordinate with other organization in relation with any development of child protection issues.
  • Coordinate with relevant staff/section to ensure the effective delivery of child protection programs.
  • Provide guidance to Social Workers in organizing and conducting various activities for UAC and other children.
  • Oversee and monitor the unaccompanied minor temporary shelters managed by CWS
  • Act as the focal point of contact for child protection program.
  • Provide necessary assistance to Unaccompanied Children in relation to survivor of SGBV (Sexual and Gender-Based Violence).

 

  1. Monitoring, Evaluation and Reporting
  • Conduct regular home/shelter visits to follow up on child/family and to evaluate the progress of the action plan and document the best practices and lessons learnt
  • Monitor the situation of the child after services have been provided and initiate to address the gaps identified
  • Prepare and submit weekly, monthly and quarterly work plans and report. Ensure that all program documentation and reports are prepared and filed properly and in timely manner.

 

  1. Staff Management and Development
  • Provide inputs to the Program Manager/ Senior Program Officer- UASC with regards to staff performance and development, especially those under supervision of Child Protection Officers.
  • Ensure the communication and exchange information between all staff/unit are being done properly
  • Supervise, oversee and evaluate performance of Social Workers of the project

 

  1. Others
  • Do other tasks related to the project implementation as requested by the Senior Program Officer – UASC and Program Manager.
  • Maintain confidentiality in matters of personnel, beneficiaries and other relevant actors
  • Maintain positive communications with all organization’s staff, donors, beneficiaries, and volunteers
  • Exercise good judgment in performance of duties and responsibilities
  • Support existing CWS’ policies, principles, and mission
