Job Description

Management Sciences for Health (MSH) is seeking a Chief of Party (CoP) for a potential five-year USAID project, Accelerating Elimination of Tuberculosis project in Indonesia, to help accelerate achievement toward 2030 tuberculosis (TB) elimination targets.

 

This position is subject to project award and funding.

 

OVERALL RESPONSIBILITIES

The CoP leads and manages the project and is accountable for project deliverables and results, with full accountability and authority for the development, execution, and monitoring of the project, including (1) vision and technical strategy; (2) project management; (3) documentation and communication; (4) client(s) and stakeholder(s) relationships; and (5) coordination and synergy with other MSH national and international projects. The CoP shall have the requisite qualifications and experience sufficient to ensure a balance of technical, managerial and interpersonal skills.

SPECIFIC RESPONSIBILITIES

  • Provide technical and a managerial leadership to assure the self-reliance of the country for the TB prevention and control.
  • Lead the development and implementation of program work plans and strategies aligned with National Tuberculosis Program (NTP) and Government of Indonesia priorities.
  • Collaborate with counterparts, partner organizations, and other USAID projects in work planning, project implementation and monitoring & evaluation.
  • Ensure that the program achieves the requisite cost share, if it is applicable for the project.

 

Project Results

  • Client expectations– Ensure achievement of contract/agreement goals (meeting or exceeding expected project targets and deliverables on time and within budget) as per contract/agreement and client(s) approved Results Framework and Performance Monitoring Plan.
  • Project Management– Provide effective project management systems within MSH policies, guidelines and Standard Operating Procedures while ensuring local ownership, appropriateness and responsiveness.
  • Relationships– Cultivate and maintain effective dialogue and relationships with project client(s), beneficiaries, partner(s), coworkers and other local and international stakeholders.
  • MSH Interests– Safeguard MSH’s reputation by ensuring that financial, contractual, technical, and political integrity is maintained and strengthened.

 

Vision and Technical Strategy

  • Develop and execute project’s Results Framework, Performance Monitoring Plan, Technical Strategy, Monitoring and Evaluation (M&E) plan and annual project work plans as per agreement requirements, approved budget and received obligations, MSH technical frameworks and standards, and Results Management Systems (RMS) guidelines. 

 

Project Management

  • In coordination with the Finance Director and MSH HQ, implement a Financial Pipeline Tracking system for effective budget monitoring and cost control based on sound financial and accounting principles, MSH Standard Operating Procedures, and MSH and donor reporting requirements.
  • Develop and adapt (as needed) project financial plan in line with contract/agreement budget and received obligations, technical strategy, work plan, and reporting requirements.
  • Ensure agreement implementation in compliance with agreement clauses, MSH and donor policies, regulations and Standard Operating Procedures (SOPs).
  • Ensure project staffing, structure and reporting relationships are aligned with project needs, local context and available resources.
  • Manage human resources in accordance to MSH values, policies and guidelines, and implement an effective performance-management program focusing on results and individual accountability, including regular check-ins, annual appraisals, supportive supervision, rewards, training, coaching and career development support.
  • With support of MSH Senior Advisors, lead the team in developing technical assistance plan and budget.

 

Documentation and Communication

  • Ensure appropriate and timely documentation and dissemination of key results and deliverables for maximum project impact and business development using a variety of communication strategies and media.
  • Ensure quarterly submission of project documentation to MSH’s central Institutional Memory System (IMS).

 

Client(s) and other Stakeholder(s) Relationships

  • Build and maintain strong working relations with key internal and external stakeholders, beneficiaries, prime and subcontractors, suppliers and partners. Provide effective and timely responses to inquiries and concerns.

Job Requirements

    • A Master’s degree or higher in public health, social sciences or related field. Additional MD degree is an added value.
    • At least 10-15+ years of progressively increasing responsibility in managing development assistance and health programs of similar scope or size.
    • Five or more years’ experience as a Chief of Party or Project Director managing TB prevention and control projects, preferably in Indonesia.
    • Demonstrated leadership skills in working and collaborating with other donors, host country institutions, and international organizations.
    • Excellent negotiation skills with senior government officials or executives.
    • Relevant supervisory experience of professional (technical) staff and a track record of managing for results.
    • Working knowledge of and experience with USAID project management, policies, regulations, grant management  and administrative procedures.
    • Proven record of aligning diverse, multi-level teams with project mission and vision.
    • Track record of strong commitment to sharing knowledge, documenting experiences, supporting creative initiatives, and sharing credit.
    • Excellent organizational, analytical, oral and written communication skills.
    • Experience working in Indonesia is distinct advantage.
    • Fluency in written and spoken English, and demonstrated capacity to effectively communicate and document, including the writing of quality reports and detailed analysis of strategic information. Fluency in Bahasa Indonesia is a distinct advantage.
