Overview:
Jhpiego is an international, non-profit health organization affiliated with The Johns Hopkins University. Jhpiego works with health experts, governments and community leaders to provide high-quality health care for their people. Jhpiego develops strategies to help countries care for themselves by training competent health care workers, strengthening health systems, and improving delivery of care. Jhpiego is currently implementing two USAID-funded projects in Indonesia – MCGL and MPHD.
Jhpiego seeks a Cervical Cancer Prevention (CECAP) Monitoring, Evaluation and Learning (MEL) Specialist to design and implement the MEL strategy for a CECAP implementation research project in Surabaya. The MEL plan will capture project performance and results, including review and analysis of: routine service delivery data reporting, baseline and endline surveys as applicable and lessons learned for inclusion in donor and other reports. This CECAP project is one of the implementation research efforts being implemented under the USAID-funded MCGL program, in support of the Indonesia Ministry of Health’s primary health care vision and strategy.

Responsibilities:
- Support the development and implementation of the project by advising on indicators, targets and benchmarks
- Develop effective and efficient monitoring systems, processes, and tools to provide quality (timely, accurate, and complete) data and generating evidence
- Design and lead trainings for providers at site level on data reporting and recording for new services
- Lead processes to secure IRB ethical approvals as needed for MEL activities
- Oversee project baseline and evaluation, as needed, in coordination with other team members and/or external consultant
- Design data collection forms and manage data collation and analysis systems if necessary.
- Conduct analysis of project performance and progress based on data monitoring and provide feedback/input to rest of project team accordingly
- Check data quality and make corrective actions as necessary to ensure that the data/information generated is correct and reliable
- Track indicator achievement at all levels (output, outcome, and impact/goal)
- Conduct field visits to oversee how data collection and M&E processes are implemented on the ground and provide immediate support or corrective action as necessary
- Prepare relevant MEL consolidated reports and presentations for the project
- Represent the project interests in public and professional circles through meetings, conferences, and presentations
Qualifications:
- Bachelor’s degree (or equivalent experience) required, Master’s degree in public health preferred
- At least 5 years of MEL experience, including developing monitoring systems and tools, with strong knowledge base of MEL approaches
- Experience working with local International Review Board in Indonesia
- Experience working in cervical cancer programming preferred
- Excellent analytical and problem-solving skills with a strong eye for detail
- Experience working in a research environment or information-generating context and designing data collection tools
- Demonstrated ability to use data to inform decision making and changes in project course
- Demonstrated ability to maintain strong relations with key partners
- Ability to work under pressure and manage competing priorities and deadlines
- Experience with human centered-design desired
- Excellent written and oral presentation skills, including report writing and dissemination
- Excellent interpersonal skills and demonstrated ability to work in a multi-cultural environment
- Proficiency in Microsoft Office software applications
- Ability to travel nationally and internationally
- Written and oral fluency in English
- Willing to take on extra responsibilities in order to achieve the goals/objectives set by the organization
