CALL FOR PROPOSAL Formative Study for Health Communication Strategy for TB Preventive Treatment (TPT) 58 views

The Yayasan Project HOPE has been known in Indonesia since 1960 when the USS HOPE hospital ship visited Indonesia as part of its visits to several countries for humanitarian operations. Currently, the Project HOPE Foundation itself has several programs such as Infection Prevention and Control training in the context of controlling the COVID-19 pandemic for health workers throughout Indonesia and has reached more than 18,000 participants, working with several hospitals in Indonesia to monitor their readiness. in infection control and prevention, then other programs such as reducing the risk of maternal and child mortality at birth, laboratory strengthening programs, global health security programs, mental health, and the establishment of emergency response centers to strengthen emergency response operating systems in Indonesia and Southeast Asia.

STUDY OBJECTIVES

The objectives of the study are collect all information that will be use as a foundation to develop strategic communication campaign on TPT, including:

  1. Describe barriers that hinder clients and community to access
  2. Describe barriers that prevent healthcare workers and community cadres to provide TPT-related care and
  3. Describe enabling factors for potential clients and community to access
  4. Describe enabling factors for healthcare workers and community cadres to provide TPT-related care and
  5. Provide potential key messages for TPT communication
  6. Map communication channels and preferred channels to increase access to reliable information on TPT.
  7. Map relevant stakeholders that contribute to TPT
  8. Map local governments and other stakeholders’ support for TPT

METHODOLOGY

In order to collect comprehensive data to develop strategic communication campaign on TPT, USAID PREVENT TB formative study will use mixed-methods approach, which include:

1.       In-depth Interview

About 10 key informants/study participants from:

  • Pulmonogist, pediatrician, GP, Ka. RS (RSUD, Private hospital).
  • Dinkes Kab, Bappeda, Bupati (Pemda), Ketua PKK, Anggot DPRD (Kesehatan).
  • Perhimpunan Dokter Paru Indonesia (PDPI), Ikatan Dokter Anak Indonesia (IDAI).
  • TPT Clients (Doers) and potential TPT Clients (Non-Doers).

2.       Focus Group Discussion

For 6 FGD of:

  • Household members
  • Caregiver/support system for TPT clients
  • PLHIV
  • Immunocompromised persons
  • Cadres
  • Community leaders (Toga/Toma)

3.       Observation

Including observation of the surrounding situation that might hinder or facilitating healthcare workers, cadres, TB patients, or TPT clients or potential clients to have access to TPT services. This also includes the patient flow at the health services, decision making at household, healthcare workers responsiveness at screening services, and others.

Timeline

 The overall working days are up to 40 days, with preliminary report delivered within 20 working days);

Team Composition

 

USAID PREVENT TB will hire a third-party research institution to administer the assessment. The consultant team MUST comprise: Pulmonologist as team leader (1 person), an epidemiologist (one person), and one research coordinator);

Deliverables

  • The final instrument assessment
  • Training of enumerators and finalization of SOPs in data collection and interviewing techniques for enumerators;
  • Data entry and analysis plan;
  • Preliminary result presentation, draft one report, and final draft report;
  • The final report in English (USAID PREVENT TB does not provide a proof-reader) with the following sections:
    1. Executive Summary
    2. List of Acronyms
    3. Brief Description of the Communication program
    4. Objectives of the formative research
    5. Methodology, Respondents, and Data-Gathering Schedule
    6. Findings
    7. Conclusions
    8. Recommendations
    9. Questionnaire
    10. Annexes

Note: enumerators will be hired and trained by the consultant.

  • Knowledge and skills: Knowledge of current best practices in participatory assessment, design monitoring, and evaluation. Can use all relevant computer
  • Have experience, preferably within USAID PREVENT TB working

Technical Competencies

  • Demonstrated expertise in conducting an assessment, monitoring, and
  • Comfortable interacting with all segments of the affected population
  • Ability to interact clearly and effectively with government and non-governmental partners and other organizations
  • Ability to write a comprehensible report that could be used as a lesson learned to move forward and performs better for the communities.
