About Yayasan Plan International Indonesia (YPII)

Plan International has been operating in Indonesia since 1969, according to the Memorandum of Understanding with the Government of Indonesia. In 2017, Plan International Indonesia transformed into Yayasan Plan International Indonesia; registered by the Ministry of Law and Human Rights. This transformation aims to reach more children, especially girls in Indonesia. In YPII Country Strategy 4 (CS4) 2017 – 2022, the objective of the Youth Employment and Entrepreneurship (YEE) program is youth, in particular young women, have access to employment and business opportunities, according to their choice. The program has three outcomes, as follow

Outcome 1: Youth (15-29 years old), particularly young women, have relevant skills to enter workforce in safe environments with improved incomes and set up businesses in safe environment.

Outcome 2: Private sector, TVET Institutions and Business Incubators are actively involved in supporting youth, particularly young women, to provide market-driven capacity development, and access to financial assistance or employment.

Outcome 3: Secured national and local government commitment to support youth, particularly young women to enter productive work and set up businesses or enterprise.

2. Background

In Indonesia, COVID-19 has accelerated digital transformation, but it has also resulted in digital divide. Lack of Face to face instruction was expected to negatively impact learning and learning loss remained at risk, since effective distance learning requires new skills for both teachers and students, particularly for already marginalized and vulnerable groups causing inequality to become deepened at the end of the crisis. The social-economic challenge that will be addressed through this project is to target marginalized young people, especially young women, in Indonesia with increased online skills and connecting them within the digital economy. The beneficiaries to this project are young people that have been hit hard by the Covid lockdowns, in which the learning and training process had been impacted significantly by distance learning (PJJ/BDR). Specifically, the learner profile will be young people, in particular young women, who potentially experience learning loss that potentially will hamper the youth opportunity in securing any economic opportunity in the future. Learner profile will also include young people, in particular young women, who have lost their jobs or have not been able to find work. Plan Indonesia will work with associations, social enterprises, training institutions or schools to support the distance learning process for young people to ensure its optimal implementation through the utilization of YES!Academy and its mentorship platform, and also the modification of its soft skills and the creation of new green skills courses for entrepreneurship.

In the planning of Plan Indonesia digital platform, there is an application called Membership Management Information System (MMIS) that stands as “home” for all digital applications that the beneficiary will used. The MMIS platform is a front page of Plan Indonesia digital ecosystem that connect beneficiaries’/target youth with the solution that they need, such as: learning platform, job application platform, community platform, etc. It is also used as  a pipeline for the data integration of youth activity within each application they are using.

3. Objectives

The purpose of this assignment is to prepared infrastructure for the Membership Management Information System (MMIS) and mentorship application for beneficiary use. Infrastructure consist of: server item, internet security item, official licensed of the software program, etc. To ensure that the infrastructure will be provided in the best product, then a service contract from selected company/consultant will support it. The selected service contract should provide trouble shoot services in the initial phase of the implementation with Plan Indonesia digital ecosystem consultant.

4. Scope of Work/Duties and Responsibilities

  • Provide the infrastructure item such as: server, database, security and license for the MMIS application for the periode from: August 1st 2021  to July 31st 2021. For application license is preferred a purchase mechanism. Furthermore for server, database and security is a rental mechanism

  • Ensure the MMIS and mentorship application can be uploaded successfully to the server and beneficiaries can access it
  • Ensure the speed of access by beneficiary is steady and stable by multiple concurrent user.
  • Ensure the security of infrastructure is aligned with the Plan IT requirement. IT Plan has access to the server and database infrastructure.
  • Conduct monthly monitoring report data of the infrastructure usage, such as: database spaced, traffic report, bandwidth, etc with project and IT Plan team.
  • Facilitate the consultation during application instalment, implementation and trouble shooting
  • To keep all information provided by Plan International Indonesia as well as the findings and the creation of the product and research/evaluation confidential.  Confidentiality Except as required for the preparation of a Proposal, Proposers must not, without Plan’s prior written consent, disclose to any third party any of the contents of assignment-related documents. Proposers must ensure that their employees, consultants and agents also are bound and comply with this condition of confidentiality.

6. Duration of the assignment

The duration of assignment is around 1 year (depend on the start date of the onboarding selected service contract).

7. Child rights, gender, and inclusion

All Plan International staff and consultants hired by Plan International must adhere to Plan Internationals Child and Youth Safeguarding Policy (see Annex 2). The consultant must obtain written/ verbal consent from the respondents of primary data collection when conducting UAT. Permission from parents must be sought if the children under 18 years are involved. Signed informed consent of each child and his/her parents need to take after explaining purpose of the study and its usage. Details on child safeguarding will be provided during the inception briefing.

All projects managed by Plan International and its partners should be aligned with Plan Internationals global ambition to reach 100 million girls, using gender transformative approach in delivering its tasks.  In this assignment, the consultant is expected to understand and evaluate addressing gender norms, strengthening girls’ and young women’s agency, advancing girls’ and women’s condition and position, working with boys and men to embrace gender equality, responding to the needs and interest of girls and boys in all their diversity, and fostering an environment that enables gender equality and girls’ rights.

8. Ethics and Child Safeguarding

Plan International is committed to ensuring that the rights of those participating in data collection or analysis are respected and protected, in accordance with Ethical MERL Framework and our Child and Youth Safeguarding Policy. All applicants should include details in their proposal on how they will ensure ethics and child protection in the data collection process. Specifically, the consultant(s) shall explain how appropriate, safe, non-discriminatory participation of all stakeholders will be ensured and how special attention will be paid to the needs of children and other vulnerable groups. The consultant(s) shall also explain how confidentiality and anonymity of participants will be guaranteed.

9. Budget

YPII will provide support for logistic arrangements as relevant. This might include key documents, facilitating contact and support letters to access to stakeholders. The selected service contract is expected to present a budget table outlining how the requested total budget splits into the items mentioned above.

10. Expected Qualifications

The required skills and competences for the selected service contract are:

  • At least 7 years of experience and background in Information technology infrastructure.
  • Proven experience with a portfolio and recommendations
  • Fluent in Indonesia language and proficient in the use of English both oral and written

11. Application Procedure

Yayasan Plan International Indonesia (Plan Indonesia) will coordinate the application and hiring process locally. Firms/teams of consultants with relevant expertise and portfolio are invited to apply for the assignment by sending:

  1. A letter of intent expressing the consultant’s or firm’s capabilities and qualifications including a response to the ToR
  2. Proposal of the assignment with the following content:

 (a) background; (b) approach and methodology of the assignment outlining key activities and key deliverables produced; (c) workplan; (d) Ethics and child safeguarding approaches, including any identified risks and associated mitigation strategies; (e) personnel involved including their CVs and detail task and responsibilities related to the evaluation; (f) work portfolio

  1. Proposed detailed budget, including daily fee rates, expenses, taxes, etc. for all personnel involved as outlined above
  2. Proposed timelines
  3. Organization profile with the information on: (a) current and previous relevant works and clients/users; (b) CV of the personnel involved in the assignment and their key responsibilities/roles in the assignment.
  4. Police Certificates of Good Conduct
