I. About Plan Indonesia
Plan International has been operating in Indonesia since 1969, according to the Memorandum of Understanding with the Government of Indonesia. We strive to advance children’s rights and equality for girls worldwide. As an independent development and humanitarian organization, we work alongside children, young people, our supporters, and partners to tackle the root causes of the challenges facing girls and all vulnerable children. We support children’s rights from birth until adulthood and enable them to prepare for and respond to crises and adversity. We drive changes in practice and Policy at local, national, and global levels using our reach, experience, and knowledge. For over 80 years, we have been building powerful partnerships for children, and we are active in over 75 countries. In 2017, Plan International Indonesia transformed into Yayasan Plan International Indonesia (YPII/Plan Indonesia), registered by the Ministry of Law and Human Rights.
II.Background and Context
Plan Indonesia Country Strategy 4 (CS4) covering the period 2018-2022 has ended in June, 2022. which focuses on the four thematic programs: Adolescent Health and Agency (AHA), Child Development and Protection (CDP), Humanitarian and Resilience Program (HRP), and Youth Employment and Entrepreneurship (YEE). The thematic programs align with specific contexts such as the Sustainable Development Goals (SDGs), Plan International’s new global strategy and Asia Pacific Hub program priorities, Area of Global Distinctiveness (AOGD), Indonesian Government’s national and sub-national plans in promoting children’s rights and in alleviating poverty. In FY22, YPII aims to complete the development of its organisational business process and RACI for project management aspect, which consists of cross-cutting program, influencing, resource mobilisation, logistic and procurement, finance, and human resource department/unit. Additionally, in FY20, YPII conducted a CS4 midterm review, YPII has drafted Monitoring Evaluation Countr Performance Management Plan FY21 –FY22 and started to use PMERL YODAi and archiving system.
Geographically, YPII is currently working in at least eight (8) provinces in Indonesia; Jakarta, Banten, West Java, Central Java, East Nusa Tenggara, West Nusa Tenggara, North Sulawesi, and Central Sulawesi for development and humanitarian context. Specifically, at East Nusa Tenggara, YPII has three Project Implementation Areas (PIAs) that support the livelihood of around 35,000 sponsored children at Flores, Timor Tengah Selatan, and Lembata District.
Showcase of CS4 achievement is needed to strengthen YPII’s positioning as a leading development and humanitarian organization focusing on advancing children’s rights and gender equality. This ToR describe the plan and assignment for consultant to document YPII major achievements during CS4 across thematic programme and geographical areas, including achievement in influencing, resource mobilisation and operation department.
III.Objective of the Assignment
The overall objective of the consultancy is to provide the YPII management with a compilation of CS4 good practices and lesson learned from programme, influencing, resource mobilisation and operations- especially at the strategic outcome levels.
The Country Leadership Team (CLT) has selected several good practices in CS4 that provide significant contribution to the three levels of changes in the framework of Plan International:
1.Changing norm, behaviour of individuals particularly Children, Adolescent and Youth
2.Changing social economic safety nets
3.Changing policy framework and budget to advance children’s rights and equality forgirls
The selection of these good practices is also measured from the extent of their contributions to the achievement of CS4 outcomes in each thematic and sponsorship programmes.
In the context of influencing, resource mobilisation, and operation, CLT also noted several key good practices that contribute greatly to the achievement of objectives in each department.
All these selected good practices across department needs to be documented and shared within the organisation and key stakeholders as Plan Indonesia’s accountability to stakeholders, donors and partners. Some good practices have been successfully replicated throughout CS4 period. A compilation of this CS4 key good practices will serve as the basis for further scaling up by Plan Indonesia and partners in CS5.
To give a broad overview of CS4, there are 2 kinds of CS4 objective as follow:
1.Programme objectives divided in to 4 programmes that contribute to Plan InternationalArea of Global Distinctiveness that are written in the bracket.
a.Child Development Programme (Thrive)
b.Adolescent Health and Agency Programme (Decide)
c.Youth Employment and Entrepreneurship Programme (Learn)
d.Humanitarian and Resilience Programme (Lead)
2.Operational objective:
a.Plan International transitions to a local foundation (which will not be partevaluated in this good practice book)
b.Efficient and flexible operating structure for Operation (Finance, HR, Admin,and IT) to support with Plan Indonesia’s transformation
c.Plan Indonesia has a sustainable revenue growth from international and in-country funding to achieve program objectives supported by a well-informedresource mobilization strategy, quality programming and strong relationshipwith NOs and donors.
d.Increase YPII positioning as a key player and thought leader in child rights andequality for girls in both humanitarian and development
Application Procedure
Interested applicant should submit the following documents:
1. Technical Proposal, consists of:
1.a. Background (on the state of the art of localized entities of INGOs and development/non-profit sectoral insights, brief analysis of situation relevant to YPII’s programmes)
1.b. Method, outline and timeline (how would the assignment be conducted, using what methods/approach with proposed outline and timeline)
2. Financial Proposal, with the following breakdown (in IDR)
2.a. Budget per deliverables or output (broken down by article of best practices, including travel when needed, excluding personnels)
2.b. Budget for personnels (individual fee/salary)
3. Proposed Key Personnel involved in the assignment, with names, role in the commissioned work and CVs.
4. Portfolio of the past relevant assignment, indicating times, short description of the assignment and name of clients.
5. Annexes: relevant samples of completed reports/works, including work done by individual as team member of team leader, or link to website to the report.
