With the support of a Private Foundation and the shared interest to better understand Indonesia as a market of opportunity, Mercy Corps Indonesia will undertake landscaping of the country’s food system with a digital and financial services lens. This study will provide understanding, donor outreach information and program design input to AgriFin in preparation for a possible re-entry into Indonesia, and will provide the Private Foundation information to understand and assess the demand and supply-side issues of financial inclusion for farmers with a start-up lens for possible future engagement in the country.

The study will look at the entire farming life cycle from sowing to harvesting (including post-harvest operations and market access). It will cover demand side, supply side, and ecosystem so as to make a comprehensive report.  The demand side will help understand the opportunities and challenges faced by farmers in terms of their financing needs and their ability to interface with digital channels of their own or through assisted operations. The supply side will help assess current products / services provided by the financial institutions to the farmers, pain points of financial institutions in terms of providing financing support and what can help them do better in the technology-enabled environment, especially for small and marginal farmers.




Purpose / Project Description:

Since agriculture technology (agtech) can be a potential solution, the study will explore details in terms of assessing current products/services developed by agtechs, focus of agtechs on providing convenient and affordable financing to agriculture (including allied activities), and challenges faced by agtech players and support that they need to reach the excluded.


Consultant Objectives:

Undertake a landscaping study of Indonesia’s food system with a digital and financial services lens across the below objectives:

  • Capture the needs, perceptions, aspirations, and behavior of the farming community (including allied activities) in the context of technology and digital channels;
  • Map the landscape of technology play in Indonesia with specific reference to agriculture covering various aspects from input to farming to harvest/post-harvest on one hand and supply of adequate formal financing solution (by various entities) including provided by fintech for agriculture on the other; and
  • Understand the enabling environment in terms of legal, regulatory and policy issues, financial and capital needs and market/outreach inputs
Consultant Activities:

The Consultant will:

·       Work closely with the main Consultants and Director of Programs – Agriculture, Entrepreneurship, and Financial Inclusion, Mercy Corps Indonesia to provide market and sector expertise to support the development of initial hypotheses on, e.g.:

o    Trends in DFS both generally and in the agriculture sector in Indonesia

o    Who are key players across banks/MFIs, MNOs, fintech, agtech firms with DFS offerings relevant for agriculture

o    Level of smallholder farmer financial and digital literacy

o    Challenges for farmers in accessing DFS, or financial services more broadly

  o Policy and regulatory environment for DFS in agriculture

·       Support to compile and prioritize a stakeholder engagement list.

·       Attend interviews with key stakeholders where their inputs are needed(e.g. 8-10 one-hour calls)

·       Review draft deliverables from main consultants and provide written comments/feedback

·       Attend initial, interim, and final project meetings as needed.

Consultant Deliverables:
  •  List of key resource where their inputs are needed (e.g. 8-10 one-hour calls) and facilitating/participating in key discussions;
  • Review draft deliverables from main consultants and provide written comments/feedback;
  • Write-up discrete part of the report where an expert consultant has unique expertise, e.g. specific government policies or company overview (will discuss in the first kick-off meeting).

Preferred Qualification and Experiences

  • University degree in Economics, Business, Social Studies or related fields
  • Good verbal and written English skills are required.
  • Experience with the Digital Financial Services development in the Indonesia market and particularly for the agriculture market would be an advantage.
  • Familiar with the regulations on Digital Financial Services in Indonesia and have a network with the Indonesian Regulatory Bodies related to Digital Financial Services.
  • Familiar with key players across banks/MFIs, MNOs, fintech, agtech firms with DFS offerings relevant for agriculture.
  • Computers skills with strong familiarity with Microsoft Word, Excel, and PowerPoint.


Timeframe / Schedule: 

The consultant will deliver the task for 12 days from July  – August 2020.


The Consultant will report to:

Director of Programs – Agriculture, Entrepreneurship, and Financial Inclusion


The Consultant will work closely with:  Agriculture Expert
