Overview of SKALA

The SKALA Program is a significant Australian investment designed to help Indonesia address regional disparities in development. SKALA will contribute to this objective by strengthening selected elements of Indonesia’s large and complex decentralised government system responsible for the delivery of basic services (Layanan Dasar). The SKALA Program’s core approach is to facilitate better collaboration (Kolaborasi) between Indonesian government stakeholders, at national and subnational levels, to help realise synergies (Sinergi) that will trigger improved service delivery. Moreover, SKALA will build on, and take to scale, the successes and learning from Australia’s previous 17 years of support to Indonesia’s decentralised government system. The SKALA Program is to be implemented through the following three pillars:

  • Pillar 1: Stronger national level enabling environment for sub-national service delivery
  • Pillar 2: Better sub-national governance for service delivery
  • Pillar 3: Greater participation, representation and influence for women, people with disabilities and vulnerable groups

Objective

The technical advisory panel under PFM (Public Finance Management) unit aims to support and provide technical input to the implementation of the SKALA PFM work plan.

PFM-17AccountingAdvisory and technical input to national and sub-national financial reports and system analysis including chart of account, nomenclature, findings on anomaly data of balance sheet accounts, and budget realisation report.
PFM-18Minimum Service Standard Policy DevelopmentAdvisory and technical input to national and sub-national governments on minimum service standard (MSS) development policies, financing policies, and monitoring and evaluations on MSS application.
PFM-19PFM Monitoring & EvaluationAdvisory and technical input to national and sub-national performance of indicators, design the tools of M and E, and conduct analysis of PFM related works.

 

Selection Criteria

  • Minimum postgraduate qualifications (Masters or PhD) in relevant discipline.
  • Relevant mid and expert level technical and operational experience in the field of expertise.
  • Experience in providing advisory services in the area of expertise.
  • Minimum 12 years of total working experience in the area of expertise.
  • Minimum 5 years of experience working with/for GOI ministries on relevant area.
  • Minimum 5 years of experience working with DFAT and/or other donor funded projects.
  • Has enough knowledge and experience of gender equality, people with disability and social inclusion issues.
  • Demonstrated strong analytical and writing skills and experience preparing high-level communication products for stakeholders, clients and officials.
  • Strong engagement skills with a wide range of government, non-government, and donor organisations; and a demonstrated ability to effectively communicate in a cross-cultural context.

Key Information

Applicants identified as suitable following assessment of relevant skills/expertise and a formal due diligence process, will be formally engaged as panel member for a period of up to 2 years. It is important to note that appointment to the panel does not constitute a commitment of paid engagement.

Whenever there is task/work requiring relevant skills/experience, SKALA will identify suitable candidates from the panel and engage him/her with a specific Tasking Note and detailed Terms of Reference.

The following standard requirements apply for all SKALA team members:

Confidentiality

Due to the sensitivity of much of the information the position will encounter, there is an obligation, pursuant to the contract of engagement to maintain full confidentiality of information and to not disclose this to third parties without the express written approval of SKALA. In some cases, a separate confidentiality agreement may be required authorising the review of sensitive material.

Conflict of Interest

The team member will use her/his best endeavours to ensure that a situation does not arise which may result in a conflict of interest. Where a conflict of interest or a potential conflict of interest arises in the performance of the obligations under this Terms of Reference, the team member must immediately notify the Director of Operations

Performance and Learning

The team member will support SKALA’s Performance & Learning team through reporting and communication products for knowledge capture and learning purposes. The team member will also support the Planning & Quality team through the supply of high-quality data, participation in data collection methods and case studies that may arise from the inputs.
