Project Overview
The Millennium Challenge Corporation (MCC) is a U.S. government corporation established in 2004. Its mission is to provide assistance that will support sustainable and inclusive economic growth and poverty reduction in carefully selected developing countries that demonstrate a commitment to just and democratic governance, economic freedom, and investments in their citizenry.
In December 2018, MCC’s Board of Directors selected Indonesia as eligible to develop a second compact. The selection reflected the strong partnership MCC and Indonesia built during the first compact. Following signature of the Indonesia Infrastructure and Finance Compact on April 13, 2023, the entity charged with implementing the compact activities, Millennium Challenge Account-Indonesia II (MCA), is currently in the pre-implementation preparation stage, prior to “Entry-Into-Force” (EIF) of the compact agreement at which time the five-year implementation period begins.
The Indonesia Infrastructure and Finance Compact consists of three projects:
- The Advancing Transport and Logistics Accessibility (ATLAS) Project will work with five provincial governments – South Sumatra, North Sulawesi, Riau, Riau Islands and Bali – to improve infrastructure planning and preparation at the sub-national level, where transport and logistics are more constrained. The resulting projects will improve access to employment opportunities for Indonesians and the accessibility of transport services for women and disabled passengers.
- The Access to Finance for Women-owned/Micro-, Small and Medium Enterprises Project aims to increase formal lending services to MSMEs, especially those owned by women. The project will also provide business training, including digital and financial literacy trainings, and technical assistance to improve credit worthiness and investment readiness.
- The Financial Markets Development (FMD) Project will provide technical assistance and blended finance grants to increase the participation of private sector or commercially oriented finance in infrastructure investments. This will help the government of Indonesia to form new partnerships and unlock existing money to fund lower-risk, high-quality infrastructure projects.
Position Objective
The Administrative Officer will provide general administrative support to the relevant Department/Project within the MCA – Indonesia II.
Tasks and Responsibilities
- Follow-up of matters requiring the attention of the relevant team member(s), especially during their absences, following appropriate consultation with other team-member(s) within the Department.
- Manage the agenda of the team.
- Provide proactive administrative support such as doing correspondence, taking and writing up minutes of the Department’s meetings, preparing presentation materials and other written and illustrative materials as required.
- Assist in the planning and coordination of meetings, workshops, seminars, visits or other events in or outside MCA-Indonesia II; take responsibility for event logistical matters such as accommodation, transportation (both air and ground), invitations, liaising with relevant MCA-Indonesia II’s Department, and other logistical matters as necessary. These activities are done in coordination with the HR & GA Manager and his/her team-member and other relevant MCA-Indonesia II Team and Departments/Offices.
- Assist in the arrangement of travel and accommodation, including the completion of travel forms, travel advance computation and report, and related documents.
- Work with the Finance & Administration Unit and the Fiscal Agent in relation to Project’s financial matters, such as advances, expenses, settlements, etc.
- Liaise with all MCA-Indonesia II’s Departments on matters that require the engagement of the team.
- Maintain the Department’s filing systems (and databases), and ensure well-documented and up-to-date records of files. In collaboration with the HR & GA Manager, coordinate the Unit’s archive and storage.
- Maintain and monitor the Department’s supplies and other office requirements.
- Perform other tasks and special projects as assigned by the Deputy Executive Director, Leads and/or the team.
Key Qualifications (Education, Experience, Technical Competencies)
- Education, experience and technical competencies:
- A relevant degree or equivalent qualifications and experience.
- Preferably have 5 years or more of professional experience relevant to above tasks in an international working environment.
- Knowledge of finances is preferred.
- Demonstrate excellent command of English and Indonesian, both written and spoken are essential.
- Have computer proficiency in word processing, spreadsheet, presentation, meetings/video conferencing, etc.
- Personal attributes and competencies:
- Demonstrated courtesy, tact, discretion and ability to maintain confidentiality.
- Competence in personal organization, priority setting and accuracy, with the ability to manage multiple tasks with minimal supervision and to work effectively under time.
- Excellent interpersonal and communication skills, and demonstrated the ability to effectively interact and collaborate with people in multidisciplinary teams as well as work across departments, divisions and institutions.
- An effective team-player and have facilitation skills.
- Values the continuous improvement and learning.
