The Australia-Indonesia Partnership Towards an Inclusive Society (AIPTIS) is a $75m, 5-year investment (2020-25) that will contribute to the broader development goal of No one is left behind – more marginalised people participate in and benefit from Indonesia’s socio-cultural economic, and political development.

AIPTIS continues Australia’s support to Indonesia’s prosperity, building on advancements in the areas of gender equality and women’s empowerment, social inclusion, and civil society strengthening. This includes experience and lessons working in community-driven development, civil society programs, women’s empowerment, and inclusive development programs – most recently through MAMPU and Peduli. It also builds on decades of work by Indonesian CSOs and social movements, including the women’s movement to advance GEDSI.

AIPTIS supports the shared policy priorities of GoI and GoA. It is aligned with Pillar One of the Indonesia- Australia Comprehensive Strategic Partnership, and the associated Plan of Action, which commits to cooperation to “address poverty and inequality, promote women’s leadership and empowerment on disability-inclusive development; the Stability Pillar of the Australia-Indonesia COVID-19 Development Response Plan; and the Government of Indonesia (GoI) Medium-Term Development Plan (RPJMN IV 2020- 2024). AIPTIS supports the RPJMN agenda of “enhancing the quality and competitiveness of human resources”, and specifically the RPJMN’s Gender Equality and Women Empowerment policy and its Social Inclusion policy direction. It also supports Indonesia’s commitment to the Sustainable Development Goals (SDGs), and the call to “Leave no one behind” in development, while responding to the impacts of the COVID-19 pandemic, including the disproportionate socioeconomic impacts on women and communities experiencing marginalisation as well as the potential threats posed to civil society spaces.

AIPTIS will work with its CSO partners to develop collective action agendas to address specific policy issues.


This position will be responsible for managing the Program’s learning and research functions and ensuring that AIPTIS utilises learning, knowledge and research results for ongoing adaptive management. This includes supporting the development and implementation of a series of research studies as part of the implementation of the MEL plan and collective action processes amongst AIPTIS partners. The Adaptation and Research Manager will work in close collaboration with the AIPTIS MEL Manager and team to implement these tasks, consistent with the Program principles of collaborative partnership and being flexible, innovative and iterative.


Role and Responsibilities: 

Support to the collective action agendas

  • Provide support to the development of collective action agendas by AIPTIS partners. This includes providing facilitation and technical support as needed, and the ongoing review, adaptation and updating of the agendas to align with contextual changes and act on joint learnings.

Implementation of the research agenda

  • Work with the AIPTIS team to implement the research activities outlined in the MEL plan, including:
    • Develop research designs for research topics in the MEL plan and coordinate development of the broader program research agenda
    • Identify and scope research opportunities that emerge from the collective action agendas by partners or relate to AIPTIS program assumptions;
    • Provide direction including commissioning relevant analytics, research, and learning and providing input to methods proposed and quality assurance and oversight to the implementation and findings, including of final products;
    • Support the use of remote research methods as necessary;
    • Ensure that research products delivered are consistent with AIPTIS’ principles such as collaborative partnership, equality and inclusion; and
    • Ensure that any relevant findings feed into the Program’s strategy and that communications are accessible to a broad audience and contribute to the achievement of AIPTIS’ objectives.

Learning, knowledge and adaptive management

  • Implementation of the learning and reflection activities in the program MEL plan, including:
    • Support for the synthesis and analysis of information from the MEL system and research activities in preparation for learning activities;
    • Contribute to facilitation and organisation of regular reflection workshops to support program learning and adaptation;
    • Contribute to the facilitation of events that support the transfer of ideas and experiences beyond the Program;
    • Provide strategic inputs to the Program Leadership Team as to the implications for AIPTIS’ strategic direction of research and learning findings;
    • Contribute to preparation and on-time delivery of program performance reports;
    • Present to internal and external stakeholders about program learnings; and
    • Knowledge Management including management and coordination of knowledge management systems and activities.




  • A postgraduate degree (or other relevant qualification and substantial professional experience) in research, international development, GEDSI, social sciences or a related discipline.

Skills & Abilities:

  • 10+ years’ experience working on large donor funded programs, and working in a diverse team;
  • Experience in research and knowledge of a range of research methods, including longitudinal studies and mixed-method research;
  • Understanding of adaptive management principles and experience of applying these within programs;
  • Demonstrated technical knowledge of GEDSI policy issues in Indonesia;
  • Demonstrated ability to build strong relationships with government, DFAT and CSO stakeholders;
  • Previous experience working with DFAT and a sound knowledge of DFAT’s reporting and performance management processes; and
  • Ability to communicate effectively in Bahasa Indonesia and English.
